According to Democratic Progressive Party Chairwoman and Presidential Candidate Tsai Ing-wen currently visting the U.S , said as below : Taiwan Consensus to be reached internally first . It should be passed as law,It should be passed by law under the legislative process as the best way to implement law and reach an internal consensus . Further ,she said ,she would not rule out the possibility of signing future agreements with China . When aske on what foundation to base future cross strait talk and the measures to achieve this. She did not answer ,what her Taiwan Consensus is and her proposition of Taiwan Consensus . Tsai is like a student has an essay title but has no ability to write down her essay and idea. Tsai ! What will be you ? , either to be a professor or a president of Taiwan ,2012 .

Taiwan Relation Act and the U.S gavernment policy .
Taiwan could be less hot-button issue in future ,Gates says in Beiging ,January 11, 2011. Gates who worked in the white house when President Richerd M. Nixon made his historic trip to China in 1972, said made the American policy clear to his Chinese counterparts ." First of all , we do have a one China policy , we do consider the policy to be based on the Three Joint Communiques and I always add- the Taiwan Relation Act ," he said. The three communiques werw singed in 1972, 1979 and 1982 . Taiwan Relation Act is a law and not a policy, Gates said. He stressed that the United States does not support independence for Taiwan .

The status of Taiwan
R.O.C lost its United Nations seat as China in 1971 ,(Replaced by the P.R.C ) .Most sovereign states have switched their diplomatic recognition to P.R.C.to be the sole legitimate representative of all China including taiwan . United Nations General Assembly resolusion 505, passed on February 1952, considered that the Chinese comminists ( the P.R.C. GOVERNMENT ) to be rebels against the R.O.C. which in the past achively pursued the claim as the sole legitimate government over mainland china and Taiwan . this position started to be changed after the 25th of October in 1971. So the R.O.C.may have ceased to be a state after 1971, as a matter of international law . In case where all U.N members or sovereign states participate, such as World Health Organization , World Trade Organization , and International Olympic Committee under unusual names , "Chinese Taipei " As of January 2008,the R.O.C maintains official diplomatic relation with 23 sovereign states , under various names, such as the Taipei Economic and cultural office . In ISO 3166-1 Taiwan is registered as a provinces of China . The code cn (china) 71 , Taiwan is under a provinces of China .

Taiwan relation act, 1979 .
The Taiwan relation act is an act of the United States congrees passed in 1979, after the establishment of diplomatic relation with the P.R.C. and the breaking of relation between the U.S. and the R.O.C. on the island of Taiwan by the President Jimmy Carter. The act authorizes de facto diplomatic relations with the governing authorities on Taiwan {R,O,C. government } by giving special power to the American Institute in Taiwan . It defines the term Taiwan to include, as the islands of Taiwan and Pescadores . The U.S. does not support Taiwan independence. The U.S, recognized the government of P.R.C.as the sole legal government of China and acknowledged the P.R.C. position that there is but one China and Taiwan is part of China . Since then (from 1979 ) , The R.O.C. has been referred by The U.S.government as Taiwan .
