VOA News
Ukrainian leaders have launched national unity talks aimed at diffusing the biggest crisis the country has faced in its modern history. The talks opened in Kyiv Wednesday, a day after pro-Russian separatists killed seven government soldiers in the country's east and amid unconfirmed reports of fresh violence.

Ukrainian President Oleksandr Turchynov, Prime Minister Arseniy Yatsenyuk,  national lawmakers and regional officials, religious leaders and civic activists are attending the talks, part of a "road map" plan laid out by the Organization for Security and Cooperation in Europe.

The OSCE plan calls on both the Ukrainian government and the separatists to refrain from violence. It also seeks immediate amnesty for those involved in the fighting and talks on decentralizing the country's political system and on the status of the Russian language.

The separatist rebels are not represented at the talks. Turchynov sounded a hard line toward them as talks began, saying Kyiv would not bow to blackmail.

Turchynov said his government would use legal means to stop "those who, with weapons in their hands, are trying to wage war against their own country and impose their -- or, rather, the will of another state."

On Tuesday, pro-Russian separatists in eastern Ukraine killed seven government soldiers in an ambush of a military armored column near the city of Kramatorsk.

On Wednesday, Russia's Interfax news agency quoted Vyacheslav Ponomarev, the self-styled "people's mayor" of Slovyansk, the rebel stronghold in eastern Ukraine, as saying eight government soldiers had been killed and seven wounded overnight in a battle with rebels outside Slovyansk.

There was no immediate response to the claim from Kyiv.

'Close to civil war'

Russian Foreign Minister Sergei Lavrov told Bloomberg Television on Wednesday that Ukraine “is as close to civil war as you can get” and that a solution must be found to satisfy all of its regions.

Lavrov said it is "ridiculous" to hold Russia accountable for Ukraine's May 25 presidential election, adding that the vote cannot be legitimate if it is impeded by fighting. He also insisted Russia has “no intention” of sending its troops anywhere.

Meanwhile, the U.S. State Department on Tuesday released satellite pictures showing Russian forces near the Ukrainian border, despite assurances from Moscow last week that it had withdrawn its huge military force.

Commercial satellite photos, dated May 9, also appear on NATO's Twitter account.  The pictures show helicopters parked near the Russian border town of Belgorad. A second photo, taken Sunday across the border from the embattled Ukraine city of Mariupol, showed what U.S. officials described as Russian armored vehicles.

Separatists in eastern Ukraine's Russian-speaking regions of Donetsk and Luhansk declared them independent states on Monday, a day after referendums on self-rule were held. After declaring independence, separatist leaders in Donetsk asked Moscow to consider formally "absorbing" the region into the Russian Federation. The Kremlin has not yet responded.

Moscow said Monday that it respects the outcome of the votes. But Tuesday, Russia's Foreign Ministry said it expects the pro-Russian "self-defense forces" in eastern Ukraine to "react appropriately" if Kyiv agrees to halt "punitive actions" in the east and withdraw its military forces.

Rebel ambushSeven Ukrainian soldiers were killed and seven wounded on Tuesday when their armored column was ambushed by pro-Russian separatists near Kramatorsk, in eastern Ukraine, the Defense Ministry said.

It was the biggest single loss of life by the Ukrainian army since soldiers were sent into the mainly Russian-speaking east of the country to break up armed separatist groups who have seized control of towns and public buildings in a bid to further demands for autonomy.

The ministry, in a statement published on its website, said an armored column came under fire as it approached a bridge near a village 20 kilometers from Kramatorsk, one of several hot spots in the region where the army has had only limited success against the separatists.

About 30 rebels, who had taken cover among bushes along a river, attacked with grenade launchers and automatic weapons, immediately killing two soldiers and wounding three others, the ministry said.

Diplomacy

The incident took place on the same day Germany's foreign minister traveled to Ukraine to push for a negotiated solution to the country's crisis.

Frank-Walter Steinmeier said after arriving in Kyiv he hoped this week's government-sponsored "round table," involving Ukrainian politicians and civic groups from across the country, would help disarm pro-Russian separatists before presidential and mayoral elections later this month.

Steinmeier met with Prime Minister Arseniy Yatsenyuk at Kyiv's Borispol Airport before traveling to the southern port city of Odessa, where street fighting escalated into a building fire on May 2 that killed more than 40 people, most of them separatist supporters. The German foreign minister said the situation in Ukraine remains "dangerous and threatening."

The German minister's trip is aimed at supporting a "road map" for settling the crisis outlined by the OSCE.  It calls for both sides in Ukraine to refrain from violence, an immediate amnesty for those involved in the fighting, and talks on decentralization of the country and the status of the Russian language.

Top US official in Kyiv

Meanwhile, Richard Stengel, undersecretary of state for public diplomacy and public affairs, voiced strong U.S. support for elections in Ukraine, saying Russia could face more sanctions if it attempts to disrupt the vote.

"We want to help foster a free and fair election in any way we can," Stengel said in an interview with VOA's Ukrainian Service during a visit to Kyiv.

He said the U.S. looks warily at what Russia might do in eastern Ukraine during the election, stressing that both President Barack Obama and Kerry have urged Moscow not to interfere.

If it interferes, Stengel said the U.S. might consider imposing stricter or even sectoral sanctions.

Stengel also took issue with what he called the "Russian propaganda machine" distorting the real picture in Ukraine.

Moscow's efforts need to be countered, he said: "You have to combat lies with the truth, you have to combat fiction with reality, and that is something we are trying to do."

Stengel is also due to visit Brussels and Riga, Latvia, as part of U.S. efforts to foster greater regional engagement in support of Ukraine’s election, according to a State Department release.

Self-rule votes

The diplomatic push by Germany and the U.S. follows declarations of independence Monday by two regions of eastern Ukraine, Donetsk and Luhansk, where separatists held self-rule referendums on Sunday.

After declaring independence from Ukraine, separatist leaders in the self-declared Donetsk People's Republic asked Moscow to consider formally "absorbing" the region into the Russian Federation.

Russia's Foreign Ministry said Tuesday it expects the pro-Russian "self-defense forces" in eastern Ukraine to "react appropriately" if Kyiv agrees to halt "punitive actions" there and withdraw its military forces, as well as right-wing paramilitary forces and "mercenaries," from the region.

Moscow has not yet responded to the Donetsk request for absorption. It said it respects the results of Sunday's referendums and called for a "dialogue" between the Ukrainian government and the two breakaway regions.

The Kingdom of Thailand has been split to go down since 2006 .....

Court removes Thai PM Yingluck Shinawatra

Thailand's  Constitutional  Court  Wednesday  ( 7.5.2014 )   dismissed  Prime  Minister  , Yingluck  Shinawattra  and   Nine  Ministers   for  abuse  of   Power  .
The  court  has   played  a   key  role  in   deposing  two  others  Shinawatra -linked  government  in  recent   turbulent   years  .
This   judicia  organ  has   intercepted  in   the   political  crisis  or   the   executive   branch  of  a  government  .  It   is  the  biggest  threat  of  the  democratic  system  in   a  democratic  country  and   the   Violence  of   the   Separation   of   Power  .
The  court  verdict   is  not  the   solution  of   the  constitutional  issue  which   is   not   existed  .  It   will   be  a   day  of   black  September  for  the   innocent   Thai-people  .

God   bless   with   Thai  People  !

Thai's   political  crisis  .
The 2006 coup d’état brought a new constitution in 2007, drafted by the military. The new constitution did in fact include some improvements, such as improved access for citizens to the Constitutional Court and more stringent requirements regarding professionalism. However, other changes had far-reaching negative consequences. Presidents of the Higher Thai Courts now became involved in selecting senators and candidates of independent agencies. Higher Courts were also given the ability to propose bills directly to the House of Representatives. Moreover, they were given the power to dissolve political parties if they were found to be involved in electoral fraud. The main intention of these changes was to weaken the executive, making it much easier for members of parliament to initiate a motion of non-confidence.
The attempts of the Thaksin government to regain control over the Senate and the nomination of judges led to a backlash and an even more active involvement by the Higher Courts in ruling over issues of a moral, public, or political nature bringing about an erosion of the rule of law, as the concept is commonly understood internationally. Examples of the political involvement of the courts are widely cited, starting with the dissolution of the Thai Rak Thai party in 2007, and followed by the dismissal of prime minster Samak Sundarajev and the dissolution of the People’s Power Party (PPP) in 2008.
The empowerment of judges to appoint senators, introduce legislation, and dismiss politicians and political parties cleared the way for a powerful judiciary that can in effect substitute the traditional role of parliament in democratic societies, and which has thus conveniently obviated the need for a coup d’état by the Thai army.

Former   U.S.  law  maker  say  :
++++++++++++++++++++++++
Former US lawmaker Ron Paul says China will soon overtake the United States as the world’s largest economy as officials in Washington are squandering the taxpayer money on “a hyper-interventionist foreign policy.”
“One advantage China has over the US is that the Chinese government does not waste money on a hyper-interventionist foreign policy. The United States government spent approximately $752 billion on the military in fiscal year 2013. In contrast, China spent approximately $188 billion,” the former presidential candidate wrote in a piece published Sunday on the Ron Paul Institute for Peace and Prosperity.
While most economists had previously predicted that China would become the leading global economic power by 2019, data compiled by the world’s leading statistical agencies have recently shown that China would overtake the United States as early as this year.
“News that China is soon to surpass the United States as the largest economy in the world is a stark reminder of how the American people are harmed by the welfare-warfare state, crony capitalism, and fiat currency,” Paul wrote.
Stressing that only “those who run or work for the military-industrial complex” benefit from America’s overblown military spending and bellicose foreign policy, Paul added, “The only way to avoid continuing collapse is to finally reject an interventionist foreign policy, stop bailing out and subsidizing politically powerful industries, and restore a free market in money.”
Paul’s remarks come as a recent Wall Street Journal/NBC News survey showed that Americans are becoming tired of their government’s interventionist policies around the world.
The poll’s findings revealed that nearly half of Americans want Washington to “be less active in world affairs” while only 19 percent call for a more active role.
According to the Wall Street Journal, the findings are indicative of “an anti-interventionist current that sweeps across party lines” in the United States.

WSJ/NBC Poll: Americans Want Less Interventionist Foreign Policy
John Glaser, April 30, 2014
This morning’s Wall Street Journal has the following headline on the front page: “Americans Want to Pull Back From World Stage, Poll Finds.”
Americans in large numbers want the U.S. to reduce its role in world affairs even as a showdown with Russia over Ukraine preoccupies Washington, a Wall Street Journal/NBC News poll finds.
In a marked change from past decades, nearly half of those surveyed want the U.S. to be less active on the global stage, with fewer than one-fifth calling for more active engagement—an anti-interventionist current that sweeps across party lines.
…The poll findings, combined with the results of prior Journal/NBC surveys this year, portray a public weary of foreign entanglements and disenchanted with a U.S. economic system that many believe is stacked against them. The 47% of respondents who called for a less-active role in world affairs marked a larger share than in similar polling in 2001, 1997 and 1995.
You can tell from the way the reporter frames the poll’s findings that she’s unhappy about what she calls “anti-interventionist” sentiment. She is shocked such sentiments can be so popular even as (in her words) Russia defies U.S.-EU sanctions and Ukraine continues to unravel.
But she must have missed the YouGov poll conducted last month finding that only 14 percent of Americans said the U.S. has “any responsibility” to get involved in Ukraine, and only 18 percent think the U.S. “has any responsibility to protect Ukraine if Russia were to invade.”

Zlatica Hoke
— Turmoil in eastern Ukraine continued Tuesday, a day after the United States and Europe announced new sanctions against Russia for failing to take steps to de-escalate the crisis in its neighbor to the west. Pro-Russian demonstrators in the Ukrainian city of Luhansk seized government buildings and the local television center, after similar actions in Donetsk and Slovyansk. NATO is boosting defense in member nations bordering Russia to allay their growing concerns about Moscow's territorial ambitions.

Several thousand protesters stormed the regional administration building in Luhansk Tuesday after a group of youths broke windows with metal bars and let the crowd in. The rebels replaced the Ukrainian flag with a Russian one, while riot police stood by.

In the capital, Kyiv, acting president Oleksander Turchynov lashed out at the country's law enforcement for failing to act.

"The overwhelming majority of law enforcement bodies in the east are incapable of fulfilling their duties to defend our citizens. New heads of the Security Service of Ukraine have already been appointed in Donetsk and Luhansk [eastern Ukraine]. The leadership of the special forces "Alpha" has been totally replaced," said Turchynov.

Ukraine and its allies have accused Russia of fueling the crisis in eastern Ukraine to clear the way for another incursion into the region after annexing the Crimean peninsula. NATO member nations bordering Russia have asked the alliance for additional protection.

Deputy Supreme Allied Commander in Europe Adrian Bradshaw visited Latvia Tuesday to discuss measures to strengthen NATO's presence in the Baltic region.

"Our judgment is that the actions that we've taken at the moment are proportional and appropriate to the changed security dynamic that we face.  It gives a very clear indication on NATO commitment to the region, but the things we are doing could not be considered threatening to anybody outside the region," said Bradshaw.

NATO already has increased its air policing and naval presence in the Baltics. Last week, 450 U.S. paratroopers were deployed in Latvia, Lithuania and Estonia, and another 150 in Poland. NATO military exercises are taking place across the region.

U.S. Secretary of State John Kerry Tuesday said NATO is sending a clear message to Moscow that its territory is inviolable.  He also called on NATO members to meet their financial obligations.

“We cannot continue to allow allied defense budgets to shrink. Clearly, not all allies are going to meet the NATO benchmark of 2 percent of GDP overnight, or even next year.  But it’s time for allies who are below that benchmark to make credible commitments to increase their spending on defense over the next five years, and if we’re going to move the trend line in a positive direction, this has to be an alliance-wide effort,” said Kerry.

Russia has accused the West of stirring unrest in the region, but some eastern Europeans who still recall Russian invasions say they feel safer with an increased NATO presence. Lithuanian student Ernestas Tuzinas said he wants even more.

"These are only the first steps. NATO should set up a permanent military base in Lithuania," said Tuzinas.

The Baltic states spent five decades under Soviet occupation until 1991 and joined NATO in 2004. Poland joined in 1999 and was among the first eastern European NATO members.

The UN needs to Authorize a more agressive Humanitarian Approach , in Syria.

The   Syria  War  should  be   ended   for   the   Syrian   Peoples  with    peaceful   mean  .

Al Pessin
— The United Nations should do more to deliver aid to millions of people in Syria who desperately need it, humanitarian and international law experts wrote in an open letter to the organization.

The letter, published in European newspapers, said the United Nations is too concerned about violating Syria’s sovereignty, and should do more to force the Damascus government to allow humanitarian aid into the country.

“Blatant disregard for the most basic rules of international humanitarian law by the Syrian government and elements of the opposition is causing millions to suffer,” the letter asserted. “But this appalling situation has been compounded by an overly cautious interpretation of international humanitarian law, which has held U.N. agencies back from delivering humanitarian aid across borders.”

The experts said the legal commitment to Syria’s sovereignty is outweighed by an international doctrine called the Responsibility to Protect. The concept is that if states do not protect their citizens from mass killing and other crimes against humanity, the international community has a responsibility to do so.

Professor Stephen Chan of the University of London is one of the 35 signatories to the open letter.

“I just think that the humanitarian situation in Syria has become so desperate that the time for legal caution has passed,” Chan said.

The letter acknowledges that taking a more aggressive approach, such as trying to send in relief convoys without permission, could be dangerous.

But Chan said armed convoys have been used before, in other conflicts. He said it may be time to try that in Syria.

“The Syrian government would be taking a huge risk in terms of what little respect it still has, if it were to attack a humanitarian convoy,” he said.

Chan said the letter-writers want to pressure the Syrian government, and rebel groups, to allow the aid to pass. But he said, more importantly, the United Nations needs to authorize a more aggressive humanitarian approach.

“The key objective is the United Nations, but also within the United Nations pressure on the Security Council, and particularly on countries like Russia, to facilitate what is intended here, in our letter, very, very much as a humanitarian exercise," Chan said.

The United Nations said more than 9 million people in Syria are in urgent need of assistance, and 3.5 million of them are in hard to reach areas.

 The  Referendum  .....
++++++++++++++++
The power of referendum does not permit the people to invalidate a law that is already operative but suspends or annuls a law that has not yet gone into effect. In this sense, referendum is similar to a governor's Veto power. Also, by referendum the people may reinstate an act that the legislature has expressly repealed.
The referendum, along with the initiative, are the two forms of direct legislation adopted by many states during the direct democracy movement of the early twentieth century. Referendum allows the people to state their opinion on laws that have been enacted by the legislature, and the initiative allows the people to propose their own laws. Thus, in the states that have adopted the initiative and referendum, the people essentially form another branch of the legislature, having the ability both to enact laws and to overturn laws passed by the elected legislature but not yet in effect. An initiative or a referendum passed by the people has the same force and effect as any act of the legislature. A referendum may be challenged on constitutional grounds, on grounds that proper procedures were not followed in the referendum process and election, or on grounds that the referendum or initiative was outside the scope of authority granted by the state constitution. Also, in some states the governor may veto an initiative or referendum.
The general initiative and referendum were first adopted in the United States in South Dakota in 1898, and many states soon followed. The movement toward direct legislation did not grow from a desire of the people to exercise the legislative function directly. Rather, many people distrusted their legislative bodies, believing that large corporations and powerful groups of individuals were corrupting legislation. The power of referendum made most legislation subject to the will of the people.
The referendum power is derived solely from a state's constitution and applies to that state's laws; people do not have the right to challenge federal legislation by referendum. The right of referendum and the procedure to be followed in exercising the referendum right are set forth in the state's constitution and statutes. The referendum process is essentially the same in every state. First, there must be a petition for referendum that states, among other things, the title and nature of the legislative act the petition seeks to have submitted for referendum. The petition is then circulated for signatures. Generally, anyone eligible to vote may sign a petition for referendum, even if he or she is not registered to vote. When the required number of signatures is collected, the petition is filed. If the petition is certified as sufficient, the referendum measure is placed on the election ballot for approval or rejection by the people. If the required number of votes, usually a majority of the votes cast, are in favor of the referendum, it passes. Usually, the people vote on a referendum measure during the general election, but special referendum elections also may be held.In some states there is no limit on the referendum power, and any law may be challenged by referendum. In many states, however, the constitution creates exceptions to the referendum power for certain types of legislation. Commonly, constitutional provisions regarding referendums create an exception for laws necessary for the support of the state government and state or public institutions, because a referendum on any such measure might cause a branch of the government to cease to function. This exception applies mainly to tax and appropriation measures. Also, most states create an exception to the referendum power for laws necessary for the immediate preservation of the public peace, health, or safety, thereby allowing the legislature to exercise the Police Power unimpaired. Finally, measures declared by the legislature to be emergency measures are usually not subject to referendum.

Russia's leaders are refusing all negotiations with their Ukrainian counterparts, Ukraine's acting President Oleksandr Turchynov has said.
Mr Turchynov told the AFP agency that Ukraine would not intervene militarily in Crimea, even though a secession referendum there was a "sham".
Meanwhile interim Prime Minister Arseniy Yatsenyuk is travelling to the US to meet President Barack Obama.
On Thursday he is due to address the UN Security Council in New York.
'A provocation'
"We cannot launch a military operation in Crimea, as we would expose the eastern border [close to Russia] and Ukraine would not be protected," Mr Turchynov told AFP.

Rom   Paul   ,  former  U.S.  congressman  has   defended  Vlademin  Putin  , Why  ?  :

In an interview with Fox News, Paul said Washington and its Western allies participated in the overthrow of the government of Ukrainian president Viktor Yanukovich.
“This whole thing that Putin is the big cause of the trouble and yet there’s pretty good evidence that the Europeans as well as the American government had to contrive to have the overthrow of a government that most people say had been elected,” Paul said.
“And then for them to come along and say ‘Well, it’s an illegal government,’ and they want to have a referendum now, you know, in Crimea ‘Oh no that’s not permissible’,” he added.
“And they say everything Putin does is illegal. He’s no angel, but actually he has some law on his side. They have contracts and agreements and treaties for a naval base there and the permission to go by that area,” the former Texas Rep. explained.
Paul also noted that the Obama administration is hiding the truth about the crisis.
“It reminds me a little bit about what would happen if all of sudden they said that the Americans are occupying Guantanamo illegally and we’ve just invaded Guantanamo,” he said. “It’s such a façade and hiding the truth.”
“I think people have a right of self-determination. It’s written to the international law. It’s a moral principle and of course if you believe in limited government, everybody should have the right to minimize their government and there should be a right of secession.”
Paul said he does not understand how the United States can argue against the results of the election.
“We loved secession when we seceded from Great Britain, and we loved secession when the Soviet Union broke up,” Paul said.

“I cannot understand how we could we argue against an election. You know that to me sounds like democratic.”
The US has threatened Russia with sanctions if a referendum in Crimea region results in Russian annexation.
"If we are not successful tomorrow in finding a way forward and the referendum - which we all anticipate is going to take place on Sunday - is done without some path forward, there are going to be serious repercussions," US Secretary of State John Kerry told the House Foreign Relations Committee on Thursday.
