                    In   her   speech  : She  said  that  she  will   not  tolerate  any   action  that  threaten  the   lives  of   their  people   and  the  security   of  their  people  and   security  of  their  nation   .  It  is   without   any   hostility   manner  or   conduct  as   I  think  so  .

She  confirm   again to  pursue  the   trust  building  policy  with  Pyongyang  that  she   had  promised  in   campaign  .

South Korea's new conservative president, Park Geun-hye, has used her inaugural address to send a mixed message to Pyongyang about her approach to dealing with long-running tensions on the Korean peninsula.

Speaking at the National Assembly in Seoul Monday, she demanded that the North "abandon" a nuclear weapons program that included a third nuclear test earlier this month.  Park warned that she will "not tolerate any action" that threatens the lives and security of her people.

But Park also promised to "build trust" between the two Koreas as part of what she called a "step-by-step" approach on the basis of "credible deterrence." She was elected in December partly on a pledge to renew engagement with the North after the tough stance of her conservative predecessor, Lee Myung-bak.

Interpreting Park's message

Yang Moo-Jin, a professor at the University of North Korean Studies in Seoul, said Park is likely to focus her initial efforts on working with the international community to impose sanctions on Pyongyang for its February 12 nuclear test.

The United States and its allies have called for a United Nations Security Council resolution that would tighten penalties already faced by North Korea for conducting nuclear tests in 2006 and 2009.
Park Geun-hye:

​​But, Seoul National University professor Jang Yong-Seok said Park also is sending a signal to Pyongyang that a path for dialogue is open, provided that it refrains from further perceived provocations.

Korea analyst Malcolm Cook of Australia's Flinders University said the new South Korean leader is seeking a balanced approach.

"She clearly is trying to find a middle way between [former liberal president] Roh Moo-hyun's 'Sunshine Policy' that focused on engagement with North Korea, and her ruling party predecessor who switched to a strong focus on the North Korean military threat," he said.

"Park will try to do both at the same time, with actions by North Korea determining which of those tracks will be the primary one," said Cook.

Yoon Yeon-hong, a woman in her mid-50s who attended the inauguration, expressed hope that the new president will follow such a path.

"We should help the North Korean people, but I don't want President Park to send [humanitarian] aid unconditionally as some former (South Korean) presidents did," she said. "I also hope she will block anything that would help North Korea to make nuclear weapons."

Establishing economic priorities

In another part of her address, Park said her government will develop a "creative economy" in which science and technology generate new markets and jobs, rather than just the country's traditional manufacturing sector.

She also emphasized a need for "economic democratization," or policies that help small and medium-sized businesses to "prosper" alongside South Korea's conglomerates, or chaebols.

Cook of Flinders University said the South Korean economy already is moving in the "creative" direction that Park seeks. He said the president may find it tougher, though, to get chaebols to stop what she called "unfair practices" and "misguided habits" that frustrate their smaller competitors.

"Every president of South Korea in the democratic era has made same claim. Chaebols are family-run and extremely powerful actors in the economy, accounting for more than two-thirds of total production.  Previous presidents haven't been very successful at reducing their clout, and I think President Park will find it difficult to be any different."

Hongik University student Choi Jee-hee, who also witnessed the speech, said she hopes the new government will establish a more generous welfare state.

"I came here to see the inauguration and am hoping President Park will keep promises that she made to South Korean citizens," Choi said. "As I am a university student, I want to see her cut high tuition fees and create more jobs."

Park told the crowd that she supports a "tailored welfare" system that "frees citizens from anxieties, allows them to maximize their potential... and contributes to the nation's development."

Gender gap

As South Korea's first elected female leader, Park also has raised hopes among South Korean women for an easing of social inequalities with men, whose salaries tend to be much higher

The Korean War Amistic .

1953  ,  Korean  War  with   neither  side  able  to   claim  outright    victory should  be  peacefully   resolved  ,  not  to   be   another   Korean  War . 
        Uncle  Sam  should take  the   responsibity   which  is   his  own  making  upon  the   disputed  islands  between  China  and  Japan  in   1972 ,  transfering  the   Senkakus  together   with  Okinawa  to   Japanese  control  .   Please!  ,  dont't  make   a  mistake  signal  to  Japan  ,  to   flare  up  Sino-Japanese   war   again. 
        Potsdam  Declaration  should  not   be  deducted  . 

When the armistice was signed on 27 July 1953, talks had already dragged on for two years, ensnared in testy issues such as the exchange of prisoners of war and the location of a demarcation line.

Military commanders from China and North Korea signed the agreement on one side, with the US-led United Nations Command signing on behalf of the international community. South Korea was not a signatory.
The armistice was only ever intended as a temporary measure.
The document, signed by US Lieutenant General William K Harrison and his counterpart from the North's army, General Nam Il, said it was aimed at a ceasefire "until a final peaceful settlement is achieved".
However, that settlement never came, and a conference in Geneva in 1954 which was designed to thrash out a formal peace accord ended without agreement.
The armistice is still the only safeguard for peace on the Korean peninsula.
The agreement provided for:
  • A suspension of open hostilities
  • A fixed demarcation line with a four kilometre (2.4 mile) buffer zone - the so-called demilitarisation zone
  • A mechanism for the transfer of prisoners of war
Both sides pledged not to "execute any hostile act within, from, or against the demilitarised zone", or enter areas under control of the other.
The agreement also called for the establishment of the Military Armistice Commission (MAC) and other agencies to ensure the truce held.
The MAC, which comprises members from both sides, still meets regularly in the truce village of Panmunjom.
Despite the relative peace since the war ended, tensions remain high between the two Koreas, and their border remains the most heavily militarised frontier in the world.

Birth control and HIV/AIDS

In 2005, the Pope listed several ways to combat the spread of HIV, including chastity, fidelity in marriage and anti-poverty efforts; he also rejected the use of condoms.[167] The alleged Vatican investigation of whether there are any cases when married persons may use condoms to protect against the spread of infections surprised many Catholics in the wake of John Paul II's consistent refusal to consider condom use in response to AIDS.[168] However, the Vatican has since stated that no such change in the Church's teaching can occur.[169] TIME also reported in its 30 April 2006 edition that the Vatican's position remains what it always has been with Vatican officials "flatly dismiss[ing] reports that the Vatican is about to release a document that will condone any condom use."[169]
In March 2009, the Pope stated:
I would say that this problem of AIDS cannot be overcome merely with money, necessary though it is. If there is no human dimension, if Africans do not help, the problem cannot be overcome by the distribution of prophylactics: on the contrary, they increase it. The solution must have two elements: firstly, bringing out the human dimension of sexuality, that is to say a spiritual and human renewal that would bring with it a new way of behaving towards others, and secondly, true friendship offered above all to those who are suffering, a willingness to make sacrifices and to practise self-denial, to be alongside the suffering.[170]
In November 2010, in a book-length interview, the Pope, using the example of male prostitutes, stated that the use of condoms, with the intention of reducing the risk of HIV infection, may be an indication that the prostitute is intending to reduce the evil connected with his or her immoral activity.[171] In the same interview, the Pope also reiterated the traditional teaching of the Church that condoms are not seen as a "real or moral solution" to the HIV/AIDS pandemic. Further, in December 2010, the Congregation of the Doctrine of the Faith explained that the Pope's statement did not constitute a legitimization of either prostitution or contraception, both of which remain gravely immoral.[171]

Homosexuality

During his time as Prefect of the Congregation for the Doctrine of the Faith (CDF), Benedict XVI made several efforts to tackle the issue of homosexuality within the Church and the wider world. In 1986 the CDF sent a letter to all bishops entitled: On the Pastoral Care of Homosexual Persons. The letter condemned a liberal interpretation of the earlier CDF document Declaration on Certain Questions Concerning Sexual Ethics, which had led to a "benign" attitude "to the homosexual condition itself". On the Pastoral Care of Homosexual Persons clarified that the Church's position on homosexuality was that "although the particular inclination of the homosexual person is not a sin, it is a more or less strong tendency ordered toward an intrinsic moral evil; and thus the inclination itself must be seen as an objective disorder."[172] However the document also condemned homophobic attacks and violence, stating that "It is deplorable that homosexual persons have been and are the object of violent malice in speech or in action. Such treatment deserves condemnation from the Church's pastors wherever it occurs."[172]
In 1992 he again approved CDF documents declaring that homosexual "inclination itself must be seen as an objective disorder" and extended this principle to civil law. "Sexual orientation", the document said, was not equivalent to race or ethnicity, and it declared that it was "not unjust discrimination to take sexual orientation into account."[173]
On 22 December 2008, the Pope gave an end of year message to the Roman Curia in which he talked about gender and the important distinction between men and women. The pope said that the church viewed the distinction as central to human nature, and "asks that this order, set down by creation, be respected". He characterised gender roles which deviated from his view of what gender roles should be as "a violation of the natural order". The church, he said, "should protect man from the destruction of himself". He said a sort of ecology of man was needed, adding: "The tropical forests do deserve our protection; but man, as a creature, does not deserve any less." He attacked what he described as gender theories which "lead towards the self-emancipation of man from creation and the creator".[174][175]

No new bases in Asia and the A.N.Z.U.S. TREATY .

                    According to  the  chief  of  U.S. Pacific  Command  ( PACOM   )  told  reporter  on Friday , (  2013.2.1.)     has  the  relation  with  the  ANZUS   TREATY  . in  Asia-Pacific  region  .  
              We  should   know  the  structure  of   the  ANZUS  treaty  as  the  following :

         
The treaty was previously a full three-way defense pact, but following a dispute between New Zealand and the United States in 1984 over visiting rights for nuclear-armed or nuclear-powered ships of the US Navy to New Zealand ports, became between Australia and New Zealand and between Australia and the United States. The treaty may have lapsed between the United States and New Zealand, although it remains separately in force between both those countries and Australia.[1] In 2012 the United States opened its ports to New Zealand's military once again.
The Australia–US alliance under the ANZUS Treaty remains in full force. Heads of defense of one or both nations often have joined the annual ministerial meetings, which are supplemented by consultations between the US Combatant Commander Pacific and the Australian Chief of Defence Force. There are also regular civilian and military consultations between the two governments at lower levels.
Annual meetings to discuss ANZUS defense matters take place between the United States Secretary of State and the Australian Minister for Foreign Affairs are known by the acronym AUSMIN. The AUSMIN meeting for 2011 took place in San Francisco in September 2011. The 2012 AUSMIN meeting was in Perth, Western Australia in November 2012.[2]
Unlike NATO, ANZUS has no integrated defense structure or dedicated forces. Nevertheless, Australia and the United States conduct a variety of joint activities. These include military exercises ranging from naval and landing exercises at the task-group level to battalion-level special forces training, assigning officers to each other's armed services, and standardising equipment and operational doctrine. The two countries also operate several joint defense facilities in Australia, mainly ground stations for early warning satellites, and signals intelligence gathering in South-East Asia and East Asia as part of the ECHELON network.

The cause of the Islands Dispute between China and Japan .

                        It  is   the   consequence  of   the  United  States  "reversion " of  the   " Ryukyus " occured  along   with  the  ceding  of   control  over   the  Senkaku  Islands  known  as   in  Japan  and  Diaoyu  in   China  ,  in  1972  . 
                     So  the   U.S.   should  be   responsible  for  that  event.  It  is   a  sovereignty  issue  but   is   not   a   property  issue  . 
                    There  is  a   maxim  that  ,  "  No  Responsibility  ,  No  Authority "  which  should  be   known  for   the   United  States  .

In 1972, the United States "reversion" of the Ryūkyūs occurred along with the ceding of control over the nearby (uninhabited) Senkaku Islands.[16] Both the People's Republic of China and the Republic of China, now commonly known as "Taiwan", argue that this agreement did not determine the ultimate sovereignty of the Senkaku Islands.
By Article 11 Japan accepted the judgments of the International Military Tribunal for the Far East and of other Allied War Crimes Courts both within and outside Japan and agreed to carry out the sentences imposed thereby upon Japanese nationals imprisoned in Japan.
The document further set guidelines for repatriation of prisoners of war and renounces future military aggression under the guidelines set by the UN Charter. The document nullifies prior treaties and lays down the framework for Japan's current status of retaining a military that is purely defensive in nature.
There is also some ambiguity as to over which islands Japan has renounced sovereignty. This has led to both the Kuril Islands dispute and the Senkaku Islands dispute.
The Treaty of Taipei between Japan and the Republic of China acknowledged the terms of the San Francisco Treaty but added that all residents of Taiwan and the Pescadores were deemed as nationals of the Republic of China.
Some supporters of Taiwan independence argue that the language in San Francisco Peace Treaty proves the notion that Taiwan is not a part of China, for it does not explicitly state the sovereignty status of Taiwan after Japanese renunciation. In 1955, U.S. Secretary of State John Foster Dulles, co-author of San Francisco Peace Treaty, affirmed that the treaty ceded Taiwan to no one; that Japan "merely renounced sovereignty over Taiwan".[17] Dulles said that America "cannot, therefore, admit that the disposition of Taiwan is merely an internal problem of China."[17] This legal justification is rejected by both the PRC and ROC governments, both of which base their legal claims on Taiwan on the Instrument of Surrender of Japan which accepts the Potsdam Declaration and the Cairo Declaration. In addition, in more recent years supporters of Taiwan independence have more often relied on arguments based on self-determination as implied in the San Francisco Peace Treaty and popular sovereignty.

The conflict of Taiwan Relation Act and the Anti-Secession Law .

                   During  Abe's  visit   to  Indonesia , Thiland ,and  Vietnam  for   pursuading  to  contain  China  but  too  late  .  Japan  is   becoming  the  ally  of   the   United  State  .  as  a  N.A.T.O.    member  state  .  Japan  should  not  forget   the  ASEAN  way  .  Let   this   way   takes  reins  in  the  South-East  Asian  region's  democratization  . 
         We  should  not  forget  the  following  Treaties  and  Laws.
1. The  R.O.C.- U.S.A.  mutual  defense  treaty of  1955  was  termited  in  1980  .
2. The  U.S.,  Japan   security  treaty  of  1960 .
3.  The  treaty  of  Taipei  was   abrogated   by  Japan  in  1972 .
4. The  Taiwan  Relation  Act  of  1979 , on  March  29  .
5.  The  Anti-Secession  Law  ( the  P.R.C. )  which  was  passed  by   the  third  conference  of  the  10th  National  People  Congress  on  March  14  , 2005  .
   According  to  the  two  conflict  Laws  ,  the  Taiwan  Relation  Act  and  The  Anti-Secession  Law  , if  the  Sino-Japanese  war  will  be  happened , Taiwan  will  be  occupied   by   eithe  China  or   the  ally  of   Japan  and  the  U.S.  Taiwan   should   be  ready  for   self-defence  and   self-determination  ,  as   Taiwan  doesn't   want  to   war  with   any   country  but   want   to  peace. 

Chinese government ships have been sailing in and out of what Japan says are its territorial waters around the islands, and in recent weeks Japanese fighters have been scrambled on a number of occasions after what Japan called an airspace violation by a Chinese government plane late last year.
Some Japanese businesses operating in China were also hit by fall-out from the row - last week Mr Abe criticised Beijing for allowing businesses to be damaged to achieve "political objectives".
The nations of Asean, meanwhile, have appeared divided in recent months over how to handle members' disputes over the South China Sea.
Japan's Asahi newspaper said in an editorial that it was vital for "countries facing challenges posed by China's growing economic and military power to bolster their co-operation".
"But there are differences among Asean members in their stances toward China. Any move that creates the perception that Japan is working with the United States to contain China's expansion could cause a rift among Asean countries," it said.
An editorial in China's vocal state-run daily Global Times entitled "Japan's hopes to contain China laughable", meanwhile, said Mr Abe's visit would "not bring China a sense of crisis".
"We can understand that Japan wants to strengthen its interests in South East Asia when the prospects of Sino-Japanese relations look bleak," it said.
But China was the driving force of geopolitical change in Asia, it went on. "Japan's negotiations with claimants in South China Sea disputes will have no effect."

Syria's Assad call for national dialogue to end conflict .

               It  is   the  Notice   for   another   Middle-East  War   between  N.A.T.O.  Syria  .  Syria  President  Bashar Al-Assad  will  be   another  Saddam  Hussein  or   another   Muamar Gadhafi  in   the   Middle-East   war  history  .  Syria  had  faced  some  wars  in   the  region , the  war  between  Israel  and   Syria   from  1948  . 
                
   We  would not  forget    the  Eraq  war  ( 2003 )  and   the   Libyan  war  (  2011 ) . 

         
In his speech Mr Assad set out a series of steps he said would provide a solution to the crisis:
  • Outside powers to stop arming what he called "terrorist groups"
  • The army would then halt military operations, while reserving the right to defend state interests
  • The government would then contact what he termed "Syrian individuals and political parties" to engage in a conference of national dialogue
  • The conference would try to establish a national charter that would be put to a referendum, leading to parliamentary elections and a new government
Iran welcomed the Syrian leader's proposals. A deputy foreign minister, Hossein Amir-Abdollahian, was quoted by state radio as saying that Syria's "genuine opposition" believed the crisis could be resolved through political measures rather than violence.
But the proposals were rejected by the main opposition umbrella group, the Syrian National Coalition (SNC) - which has been recognised by the EU and the US.
Spokesman Walid Bunni told Reuters news agency his group would accept nothing less than the departure of Mr Assad and his government.
In recent months opposition forces have gained control of swathes of territory in northern Syria

India top court may suspend Lawmakers facing sexual assault Charges .

NEW DELHI (AP) — Indian lawmakers facing sexual assault charges could be suspended from office if the country’s top court rules in favor of a petition submitted after a gang-rape and murder that shocked the country.
Six state lawmakers are facing rape prosecutions and two national parliamentarians are facing charges of crimes against women that fall short of rape, said Jagdeep S. Chhokar, an official with the Association for Democratic Reforms, which tracks political candidate’s criminal records.
The petition will be heard Thursday, the same day police plan to formally charge six suspects in the attack on a 23-year-old university student in New Delhi two weeks ago.
The rape triggered outrage and sparked demands for stronger laws, tougher police action against sexual assault suspect and a sustained campaign to change society’s views on women.
As part of that campaign, Chief Justice Altamas Kabir agreed to hear a petition from retired government administrator Promilla Shanker asking the Supreme Court to suspend all national and state lawmakers who are facing prosecution for crimes against women.
She also asked the court to force the national government to fast-track thousands of rape cases languishing in India’s notoriously sluggish court system.
In the past five years, political parties across India nominated 260 candidates awaiting trial on charges of crimes against women, Chhokar said. Parties ran six candidates for the national parliamentary elections facing such charges, he said.
‘‘We need to decriminalize politics and surely a serious effort has to be made to stop people who have serious charges of sexual assault against them from contesting elections,’’ said Zoya Hasan, a political analyst.
On Wednesday morning, several thousand women held a silent march to Gandhi’s memorial in the capital in memory of the victim, holding placards demanding ‘‘Respect’’ and ‘‘Justice.’’ Delhi Chief Minister Sheila Dikshit joined the women for a prayer session for the victim. The Gandhi memorial is a common protest site.
On Tuesday, the government set up a task force to monitor women’s safety in New Delhi and to review whether police were properly protecting women. Two task forces already are examining the handling of the rape case and possible changes in rape laws.
The rape of the unidentified woman on a bus in the capital has horrified many and brought unprecedented attention to the daily suffering of women here, who face everything from catcalls and groping to rapes.
Six men arrested in the case were to be formally charged Thursday with kidnapping, rape and murder, said Rajan Bhagat, the New Delhi police spokesman. Police have said they would push for the death penalty. Another suspect underwent medical testing to determine his age since juveniles cannot be charged with murder in India.
The Bar Association of lawyers last week decided against defending the six suspects because of the nature of the crime, although the court is expected to appoint attorneys to defend them.
Media reports say 30 witnesses have been gathered, and the charges have been detailed in a document running more than 1,000 pages. Police also have detained the owner of the bus used in the crime on accusation he used false documents to obtain permits to run the private bus service.
The family of the victim — who died Saturday at a hospital in Singapore — is struggling to come to grips with the tragedy.
‘‘She was a very, very, very cheerful little girl and she was peace loving and she was never embroiled in any controversies like this. I don’t know why this happened to her,’’ her uncle, Suresh Singh, told The Associated Press on Wednesday.
The family of the victim, whose name was not revealed, called for stronger rape laws to prevent such attacks from happening again and demanded swift — and harsh — justice for woman’s assailants, Singh said.
‘‘If the government can’t punish them, give the rapists to the people. The people will settle the scores with them,’’ he said.

Indian Penal Code (1860 ) Section 299 to 377 ..

        Criminal law  is the  body  of  Law  that  relates  to   Cnime  . It  regulate  social  conduct  and  proscribes  threatening  ,  harming  , or  endangering  the  health  , safety and  moral  welfare  of  people  .   It  includes  the  punishment  of   people  who   violate  these   Laws  .    
        Objectives of  criminal  law                                                         
Criminal law is distinctive for the uniquely serious potential consequences or sanctions for failure to abide by its rules.[7] Every crime is composed of criminal elements. Capital punishment may be imposed in some jurisdictions for the most serious crimes. Physical or corporal punishment may be imposed such as whipping or caning, although these punishments are prohibited in much of the world. Individuals may be incarcerated in prison or jail in a variety of conditions depending on the jurisdiction. Confinement may be solitary. Length of incarceration may vary from a day to life. Government supervision may be imposed, including house arrest, and convicts may be required to conform to particularized guidelines as part of a parole or probation regimen. Fines also may be imposed, seizing money or property from a person convicted of a crime.
Five objectives are widely accepted for enforcement of the criminal law by punishments: retribution, deterrence, incapacitation, rehabilitation and restoration.

The four states of mind recognized as constituting "malice" are:
  1. Intent to kill,
  2. Intent to inflict grievous bodily harm short of death,
  3. Reckless indifference to an unjustifiably high risk to human life (sometimes described as an "abandoned and malignant heart"), or
  4. Intent to commit a dangerous felony (the "felony-murder" doctrine).
Under state of mind (i), intent to kill, the deadly weapon rule applies. Thus, if the defendant intentionally uses a deadly weapon or instrument against the victim, such use authorizes a permissive inference of intent to kill. In other words, "intent follows the bullet." Examples of deadly weapons and instruments include but are not limited to guns, knives, deadly toxins or chemicals or gases and even vehicles when intentionally used to harm a victim.
