Taiwanese prosecutors yesterday conducted a search and seizure at 51 locations to probe alleged corruption by the current and former Chiayi County magistrates, announced the Chiayi District Prosecutors Office. Former Chiayi County Magistrate Chen Ming-wen and current Chiayi County Magistrate Helen Chang are among local officials suspected of accepting bribes of up to tens of millions in New Taiwan dollars between 2003 and 2006. Pan Chung-hau allegedly distributed the bribes in order to secure a bid on the Chiayi Vanilla and Herbal Medicine Biotechnology Park, which is now the Dapumei Precision Machinery Innovation Technology Park. Construction on the park began in 2006. The project was managed in the build-operate-transfer (BOT) system, which means that the private company has since received concessions from the government to build, run and maintain the park. The government's startup investment in the park was NT$1.5 billion (US$50 million). Prosecutors have compiled a comprehensive inventory of related people's bank accounts, according to officials. Pan is believed to have wired payments directly into local officials' accounts, into the accounts of their children and into those of affiliated third parties. It is still under investigation whether the suspect employed other means to deliver the bribes. Both Chen and Chang are registered members of the Democratic Progressive Party. Yesterday at 8am, law enforcement officers arrived at the Chiayi County Hall to confiscate computer data and remove boxes of files. A team of 13 prosecutors also searched the Chiayi County Economic Development Department, the General Affairs Department, the Environmental Protection Bureau and seven other county institutions. Meanwhile, investigation units at Taichung, Nantou, Changhua and Taipei also conducted raids, collecting information at a total of 51 locations nationwide. Also yesterday, prosecutors issued subpoenas to Chen, Chang and 58 other witnesses for the case. Additional witnesses included Chang's personal secretary and Hsu Pau-chang of Chiayi's Land Administration Department, who were transported to the Kaohsiung District Prosecutors Office for questioning. Pundits have speculated that the corruption case is linked to the recent Lin Yi-shih corruption case and features some of the same players. Late yesterday, Kaohsiung City Mayor Chen Chu approved the resignation of Director Lee Mu-shenof the Kaohsiung City Government Environmental Protection Bureau, who prosecutors questioned July 17 during the Lin Yi-shih probe. Lee said that he is resigning to defend the “dignity” and “innocence” of the bureau, according to the Central News Agency. |
