                              Because  of  their   geochemical  properties  , rare  earthelements  are  typically  dispersed  and  not   often  found  in  concentrated  and  economically  exploitable   forms  . This  issue  has 
related  the  Vested  Rights  of   a  nation   ,   Vested   means   the power,   the  property  , etc,  are   belonged  to   you  and   cannot   be   removed  .  In  a   general  way  it  connotes  a  legal  regime  that  protects  property  rights  both   from   private  interference   and  from   taking  by   government  .   It  derives  its   force  from  specific , analogous  concepts  .  of   property  law  such   as   vested    estates  or   vested   interests  .

The World Trade Organization (WTO) , GATT .

               The World Trade Organization  (WTO)  is the only global international  organization dealing with the rules of trade between nations .   At its heart world's trading nations and ratified in their parliaments.  The goal is to help producers of goods and services ,  exporters ,  and importers conduct their business .  


               The WTO's   rules  the  agreements  are  the  result of  negotiations  between  the  members . 
The  current  set were  the  outcome  of  the  1986-94  Uruguay Round  negotiations which  included  a  major  revision  of  the  original  General  Agreement  on  Tariffs  and  Trade  ( GATT ) .  


                Through  these  agreements  ,  WTO  members  operate  a  non-discriminatory  trading  system  that  spells  out  their  rights and  their  oblegations .   Each  country  receives  guarantees  that  its  exports  will  be  treated  fairly  and  consistently  in  other  countries'  markets .  Each  promises  to  do  the  same  for  imports  into  its  own  market  .   The  system  also  gives  developing  countries  some  flexibility  in  implementing  their  commitments .  


                Bamks ,  insurance firms ,  telecommunications  companies ,  tour  operators ,  hotel  chains  and  transport  companies  looking  to  do  business  abroad  can  now  enjoy  the  same  principles  of  free   and   fair trade  that  originally  only  applied  to  trade  in  goods .


                The  system  encourages  countries  to  settle  their  differences  through  consultation .   Failing  that ,  they  can  follow  a  carefully  mapped  out ,  stage-by-stage  procedure  that  includes  the  possibility  of  a  ruling  by  a  panel of  experts ,  and  the  chance to  appeal  the ruling  on  legal  grounds .

                                   In   2004,   the   first  higHly   pathogenic  avian   influenza  outbreak  among  poultry   .   This  was   an    outbreak   of   avian influenza  A  ( H5N2 )   In   TAXAS  .  The   outbrake  was  reported  in  a   flock  7000 ,  chickens   in   south-central   Taxas  .   There   was   no  report  of   transmission   to    humans  .  
                                  There  are    many   avian   influenza  A   VIRUSES,   but  only  five  subtypes  of  some  strains  have   been  highly  pathogenic   in  human   ,   they   are  type  H5N1,  H7N2,  H7N3,  H7N7 ,and  H9N2  ..

The Trial of Tomoyori and Makiyo .

                               The  trial  of   Tomoyori  and  Makiyo  began  at  the   Taipei  District  Court  .  They  were  indicted  by   the   prosecutors  for  aggravated  assault  for  attacking  Lin  Yu-chun  ,  a  taxi   driver  . 
It   is  a  cognizable  offence  ,  so   the  case  would  be  trialed  by   the  government  prosecutor  for   The
  poor   driver   Lin  .  
                         The   Aggravated   (  of  a  crime )  is  characterized   by    some  elements  that   makes  the  crime  serious  ,   such   as the  use  of   a  deadly  weapon.   
                        Assualt :    An   act  putting  another person  in  apprehension   of   imminent  battery   ,   immediate  bodily  harm  .

The Statutory Rape , The Immoral Case .

                          Last   week  ,    a  public   outcry  was    stirred  up   with  a   sex  party    which  was   held   in   a  privately  booked  carriage  on   a  railway   line  ,   the  Kuang  Exprees  between   Taipei  and  Hsinchu  , on   February  19th  .   This  immoral  case  was  exposed   by  a   legislator  of   the  opposition ,  Democratic  Progressive  Party  that   18  men  and   a Single  Young   waman   ,  (UNDER    AGE   GIRL  )    had  a   sex   party   in    that    rented   carriage  .the   girl  is  only   17  years   old  (a   minor )  who  described  the   acts  as  consensual,   according  to  the  police  officer   said  .   But  it  is  a  statutory  rape   of   an  under  age  ,  Without   regard   to  the  intention   of  the  Parties   involed  or   any   agreement   or  lack   of  agreement   among   them   . ( it  should  be  a  statutory   rape  .)  In   this  Immoral  case  ,   the    first   Witness  should  be  called  the   Lagislator  of  the   DPP  BY   THE   COURT    for   his   oral   evidence  as   I    think   .  I   have  a  question  in   my  mind  ,  Is  it  a   lack  of   moral   education  in  our  civilization  ?  ............,
