Proxy War in Syria Heats Up .

                  Another  stupid  Mistake will   be  happened  in  the   Middle-East  Conflict   or  in   Syria  Civil  War  .  Britain  and   France  claimed  victory  on   Tuesday  (  28.5.2013 )  with   an  E.U.  decision  to   let  them  supply  arms to   Syria  rebels  but  the   E.U.  or   N.A.T.O.  would  be   complicated   in   the  rigional  conflicts  policy  or   disagreement   over   the  Syrian  Civil   war  .  It  is   likely  put   fire   into  the  war  without  the  sympathy   for  the  Syrian   people  in   pain  of  over  two   years  more  violence  between   Bashar   Al-Assad  regime  and   the   opposition  groups  .
                                 At   present   position  ,   the   heat    of  the   highest  SUN ,90degree   is    over   the   Syria   civil    war  at   noon   ,  which   should   be   cool   down   by   either  the   world   power  without  cheating  heart  or   the  concerned  countries   in   the   region  which  freedom   of  foreign   countries '  coercion  agreement  to   resolve  under  the   neighbouring  conduct   .  When  peaceful  rain  would  be   raining  ?
           Russia  has  already   delivered  some  of   promised   S 300 , missiles  which  has  been  defended  its  arms  shipment  to  Syria  .  The   S300 s   are   similar  to   Patriots  which  N.A.T.O.  has   already  deployed  on   the   Turkish  boders   with  Syria  ,  in  January  2013 . 
       How  do   you  think  the  question  between   two   Republican  Senators  ,  Rand   Paul  and   Mc  Cain  ?

What is really needed -- from the EU, from Russia, from the U.S. and others -- is unity and an unequivocal stance that governments will do everything they can to find a political, not military, solution to Syria's civil war. As a first step, which would underpin any political process, rather than encouraging the transfer of more weapons to Syria, governments could use their influence to secure a halt to international arms transfers from all governments to any warring party in Syria.
Fuelling a conflict with more arms is not a problem restricted to Syria. Oxfam has been advocating to bring the arms trade under control for more than a decade and played a crucial role in the campaign to deliver an Arms Trade Treaty that was passed by overwhelming majority vote at the United Nations in April this year.
Under the new treaty, arms transfers must not be authorized where there is a major risk the weapons will be used to commit violations of human rights or international humanitarian law, among other risk-assessment criteria, which also include the risk of gender-based violence, diversion and undermining peace and security. All 156 states -- including the Europeans -- that voted in favor of this landmark treaty need to live up to its principles.
The Arms Trade Treaty, which opens for signature next week, won't solve the Syria crisis, but it may help prevent "future Syrias." And having fought hard for it, states -- including France and the UK -- have pledged to abide by its standards. Instead of increasing arms supplies, this should mean working to halt all international arms transfers to all warring parties in Syria.
They can then concentrate on facilitating a political solution, which meets the needs and interests of all Syria's communities -- as only this can end the crisis.

Hezbollah's involvement
They say the Iranians are also funding, training and arming recently-formed local Popular Committee militias, separate from the shabiha militia network, seeing them as a structure they could continue to rely on if the regime should collapse and fall back on the Alawite-dominated areas on the north-west coast and its hinterland.
Iran's Hezbollah allies from Lebanon are also pitching in on the ground, fighting rebels around the important Shia shrine at Sayyida Zeinab on the southern edge of Damascus, and Shia villages in Homs province to the west.
Well-placed diplomats believe Hezbollah is also providing part of the regime's inner praetorian guard, as some of the big Alawite clans have become so alienated by the level of casualties they have suffered that their members are no longer regarded as fully reliable.
The Iraqi branch of Hezbollah, and other Iraqi Shia factions close to Iran, are also believed to have become involved to greater or lesser degree.
The Hezbollah Brigades in Iraq last week confirmed for the first time that one of its militants had been killed in Syria.
So both in Iraq and in Lebanon, Sunni and Shia activists and militants are displacing their internal struggle onto Syrian soil - with the clear risk that it could blow back into aggravated conflict at home.
Palestinian fighters are also reported to be involved on both sides, although their divisions are more to do with politics and patronage than sectarianism.
Despite denials, there have been persistent reports that militants from Hamas have been training Free Syrian Army fighters on the eastern side of Damascus. Hamas used to be based in the city and close to the regime, but has shifted allegiance to Qatar under the strain of the Syrian crisis and mounting Sunni-Shia polarisation in the region.
One of the regime's more dependable Palestinian allies, the Popular Front for the Liberation of Palestine-General Command headed by Ahmad Jibril (a former Syrian army officer), is reported to have joined the fray on the government side.
Trying to work with an opposition that is divided and far from in control of events on the ground, it is small wonder that the western powers themselves appear divided and hesitant as they ponder how to help    achieve  what they regard as an acceptable result from all this.

The Opposition Party D.P.P. in Taiwan .

                   The  D.P.P.  down  falls   from   the   opposition  party   in   Taiwan  political  role  .   It   has   seemingly  lost   the   platform   that   for   2016 ,  the   R.O.C.  Presidential  Elections  because   the  party   cannot  form   the  national  character  of   Taiwan  Public  and   only   have  a   lip   service  for   Taiwan   Independence  without   any   road   map  or  Function forward  .
               The   party's   youth   organization  is   too  poor   to   support  the   party   ,  but   the   Kings  of  four  take  the  centralised  power   as   rotary   engine  .  They  were  all    defeated   candidates   in   the   past  elections  when  was  left  behind  in   the   Taiwan  Political   Record  . 
            Would   the   D.P.P.  central  excutive  commitee  think  deeply   the   Taiwan  Independence   clause  which   will  be   deducted   or  not  , in   the   party   charter  ? 

THE   ROLE   OF  the   opposition  party  : 

The Opposition’s main role is to question the government of the day and hold them accountable to the public.The Opposition is equally responsible in upholding the best interests of the people of the country. They have to ensure that the Government does not take any steps , which might have negative implications on the people of the country.
the role of the opposition in parliament is basically to check the excesses of the ruling or dominant party, and not to be totally antagonistic. There are actions of the ruling party which may be beneficial to the masses and oppositions are expected to support such things.
In Parliament, Opposition Party should act firmly on behalf of common mass fighting for their common interest and grievances. They should raise immediate protest before a Bill passed, which is against the interest of common-men. Opposition legislators should always bear in mind that they are the representatives from each and every countryman fighting for justified demands and defending all unlawful and unfair practice.

             Manila, June 12 (CNA) The Philippine National Bureau of Investigation (NBI) has recommended that criminal charges be filed against the Philippine coast guard personnel involved in the fatal shooting of a Taiwanese fisherman in May, according to a local daily.

The mass-circulation Inquirer quoted a source close to the investigation into the incident as saying that the NBI had submitted a report to Philippine Secretary of Justice Leila de Lima.

The source, who declined to be named because he was not authorized to speak on the matter, said the report contains the identities of the coast guard personnel who fired their rifles at deceased Taiwanese fisherman Hung Shih-cheng's fishing boat, the Kuang Ta Hsing No. 28, in waters off Balintang Island May 9.

The NBI report also contains the identity of the officer who fired the bullet that killed Hung, the newspaper reported.

It quoted the source as saying that the shooter was identified through a cross-match between the fatal slug recovered from Hung's body during an autopsy and the ballistic signature of the M14 rifle from which it was fired.

The source declined to reveal whether either murder or homicide charges had been recommended in the NBI report.

However, he did say that there was a debate on whether to bring murder charges against the coast guard personnel, as "superior strength" was used "against an unarmed civilian," or homicide charges, as Hung's death was "not premeditated."

According to the Inquirer, the source also disclosed that the coast guard's claim that the Kuang Ta Hsing had tried to ram their patrol vessel was disproved

Manila, May 17 (CNA) The Philippines is investigating the May 9 shooting of a Taiwanese fisherman by the Philippine Coast Guard (PCG), and the results are expected to be released soon, the country's National Bureau of Investigation (NBI) said Friday.

The government will handle the case based on evidence and will certainly punish anyone found to have committed any wrongdoing, NBI Director Nonnatus Caesar Rojas said at a press conference.

Rojas said that the PCG has handed over the guns used to shoot the Taiwanese fishing boat, the Kuang Ta Hsin No. 28, as well as what is purported to be video footage of the shooting.

Rojas said that investigators had boarded the MCS 3001 patrol ship, a 35-meter vessel jointly manned by the PCG and personnel from the Bureau of Fisheries and Aquatic Resources, and took statements from the crew.

At the press conference, weapons held by the PCG when the shooting occurred were displayed, including eight M16 rifles, six M14 rifles and a machine gun.

A national investigation team is ready to depart for Taiwan and the investigation will be completed only after the investigation of the Taiwan side of events is concluded, Rojas added.

Meanwhile, NBI Deputy Director Virgilio Mendez said the bureau is investigating the credibility of the video, the identity of the cameraman and whether the video is related to the incident.

The NBI refused to reveal any other information, saying only that the results will be made public after the investigation is completed. (Emerson Lim and Y.L. Kao)

Manila gives 'some response' to Taiwan's demands (update)

Taipei, May 15 (CNA) The Philippines has given "some positive response" to Taiwan's demands over the shooting of a Taiwanese fishing boat and the killing of a crewman on board by a Philippine official vessel May 9, said Foreign Minister David Lin early Wednesday.

Both sides will have to hold further discussion to ensure that the Philippines has fully met the demands, Lin told a press conference held in the wee hours of Wednesday after meeting Antonio I. Basilio, resident representative of the Manila Economic and Cultural Office (MECO).

In an ultimatum issued on May 11, Taiwan asked the Philippines to officially apologize, compensate the victim's family for their loss, conduct an investigation as soon as possible and bring those responsible to justice, and begin talks on the signing of a bilateral fishery agreement at the earliest possible date.

If the demands were not met in 72 hours (by midnight Tuesday), Taiwan would suspend processing the applications for the employment of Filipino workers, recall Taiwan's representative to Manila and ask the Philippines' representative to Taiwan to return to his home country to help handle the case.

Whether the punitive measures will take effect depends on the Philippines' further response, said Lin.

Taiwan will send a group of investigators to the Philippines Thursday to look into the incident, said Lin, while Philippine investigators will also come to Taiwan to collect evidence on the matter.

The ministry said that it will continue to demand the Philippines provide proper compensation to the family of the deceased fisherman and make sure that similar incident will not happen again.

Meanwhile, Taiwan's Navy and Coast Guard Administration will continue their efforts to protect Taiwanese fishermen operating in the area near where the incident occurred, Lin said.

The Kuang Ta Hsing No. 28, a 15-ton fishing boat from southern Taiwan, was strafed by a joint patrol vessel of the Philippine Coast Guard and the Bureau of Fisheries and Aquatic Resources while operating in the overlapping economic zones of the two countries.

Hung Shih-cheng, a 65-year-old fisherman, was shot dead in the incident, which caused an outrage and triggered angry protests around Taiwan.

The Thursday Incident in the disputed South China Sea .

                   A  Taiwan   fisherman  ,  Heng  Shih-cheng  was  killed   on  Thursday  ( 9.5.2013 )  by   an  offecial  of  Philippine  vessel  while   the  Taiwan  boat   was  operating  in   water  claimed  by   both  countries  .
                 A   total  of   52  bullet  holes   found   on   the  Ksing  Hsing  No.  28  ,  which   was  aggressively  attacked  by   the  Philippine  coast   guard  vessel  .
             The  R.O.C.  is   a  sovereign   state  ,  which  should  potentially   show  or  exclaim  the   state  power  to   resolve   this   incident  .
           Sovereignty  is   the  highest  indentity   of   a   country   .
If   the   Philippine   Government   failed   to    declare   the   responsibility   over   Thursday  Firing  and   the   R.O.C.'s  72-hour   ultimatum    statement   ,   the   people   of   Taiwan  should   come   out to   the  street   and   strike  peacefully ,  without   violations    to  show our  unity  .
          Taiwan  rejects  " Frivolous  "  response   from   Manila  .
        
Taipei, May 12 (CNA) Taiwan rejected Manila's latest response Sunday to the death of a local fisherman at the hands of Philippine law enforcement personnel as "frivolous," saying it was both "insincere and not helpful to finding a solution" to the standoff.

If the Philippine government continues to respond in this manner, it "will have to pay a price for it", Presidential Office spokesperson Garfie Li said.

Taiwan's foreign ministry also said that the statement by Abigail Valte, a spokeswoman for the Philippine Presidential Office, was "unacceptable" as it did not contain a formal apology.

In a statement issued late Sunday, the ministry reiterated Taiwan's demands to the Philippines laid out on Saturday: issue a formal apology, compensate the victim's family for their loss, investigate the incident and punish the perpetrators, and open fishery agreement talks with Taiwan as soon as possible.

Li made the remarks shortly after Valte issued a statement offering the Philippines' "deepest sympathies and condolences" to the family of the victim, 65-year-old fisherman Hung Shih-cheng, who was shot and killed by Philippines uniformed personnel on May 9.

In the statement, Valte noted the Philippine envoy to Taiwan, Antonio Basilio, had offered his apologies to the fisherman's family in person.

"Basilio did apologize two days ago," Li said. "But the Philippine Presidential Office at the time denied there was an apology."

"As a result, Taiwan did not take Basilio's apology as official. President Ma Ying-jeou therefore demanded an official response before midnight Tuesday," she added.

Tensions between Taiwan and Philippines have risen over the shooting, which Valte said had occurred during an "anti-illegal fishing patrol" by a Philippine law enforcement vessel "within the maritime jurisdiction of the Philippines."

She said the fishing vessel Hung was on -- the Kuang Ta Hsing No. 28 -- was "reportedly poaching in the area."

Taiwan, on the other hand, maintained the incident took place in an overlapping economic zone of the two countries, some 170 nautical miles off southern Taiwan.

Taiwan threatens to suspend the importation of Philippine labor, recall its representative in Manila, and ask the Philippine envoy to Taiwan to return to his home country, unless the Philippines meets Taiwan's demands by the 72-hour deadline.

In related news, prosecutors on the case issued an official request to the Philippines Sunday for permission to send investigators there and confiscate weapons used by Philippine fishery personnel during the shooting incident.

China, South Korea, and Taiwan ...             Abe has publicly recognized the need for improved relations with the People's Republic of China and, along with Foreign Minister Taro Aso, seeks an eventual summit meeting with Chinese paramount leader Hu Jintao.[20] Abe has also said that China–Japan relations should not continue to be based on emotions.[21]

Moreover, Abe is respected among politicians in Taiwan who are part of the Pan-Green Coalition seeking Taiwanese independence. Chen Shui-bian welcomed Abe's ministership.[25] Part of Abe's appeal in Taiwan is historical: his grandfather Nobusuke Kishi was pro-Taiwan, and his great-uncle Eisaku Satō was the last prime minister to visit Taiwan while in office.[25]
Abe has expressed the need to strengthen political, security, and economic ties within the Southeast Asian region. Abe has increased its allies in its international campaign to counter the North Korean nuclear cards. So far, Abe has successfully visited the Philippines and Indonesia, and although China is not within the Southeast Asian region, Japan has also sought for their support.

Syria hostilities bring Middle East Catastrophe Closer or A stupid Mistake Attack !

         The  confrontation  in   Syria   has  become  more   complex    and   the   most   difficult  to  resolve  .  
        The   battle-field  will   be  dispersed   to   all   other   neighboring   countries   such  as   Lebanon  ,  Iraq  ,  Jordan  and    Turkey   and   then  will   become   a   regional   war   .
       Uncle  Sam  !  Would   you    have   lost   your  power  to   control   Israeli  Government   ?  
      It   is   very   dangerous   searching  fire   of   Israel   .  Don't  worry  ,  be   patient  and   try  to  be   freedom   of   fear   !   O.K. !

Israel's alleged deepening involvement in the conflict also changes the dynamics of the political struggle in Syria in two ways. It puts the armed opposition on the defensive, because it shows them that they and Israel are indirectly battling the same enemy -- the Assad regime.
And it reinforces President Bashar al-Assad's dominant narrative: that the struggle in Syria is not internal, that this is not about a domestic coalition striving to replace authoritarianism with democracy -- but rather this is a wider conspiracy spearheaded by Israel and its regional allies and Western powers.
The Syrian official media has already portrayed Israel's bombings as an attempt to shore up the armed opposition and reverse the balance of power in its favor.
Although the Iranian leadership has repeatedly stated that it would come to the aid of Syria if it is attacked by Israel, it is unlikely that Iran or its partner Hezbollah would retaliate directly against Israel's possible strikes.
Both Iran and Hezbollah would like to avoid a regional conflict in which Israel and its allies would have the upper hand.
What Iran and Hezbollah would most likely do is deepen their involvement in Syria's shifting sands. In an emotional speech last week, Hassan Nasrallah, the Hezbollah top leader, stressed that al-Assad's allies will not allow Syria to fall. Now Hezbollah and Iran would become more determined than ever to prevent the removal of al-Assad from power.
Bluntly put, the recent escalation of hostilities will not only prolong the deadly conflict in Syria, but has now made it an open-ended war by proxy -- one with major potential repercussions for regional and international security and peace.
Israel's major goal appears to be the establishment of a red line in Syria, whereby no advanced weapons reach Hezbollah -- its archenemy in Lebanon. Israel's primary audience was Hezbollah and Iran. Israel is taking a calculated gamble that neither Syria nor Hezbollah would risk retaliation.

  

The news for 2015 , Parliamentary Election in Myanmar

          It   will   be   the  biggest   competition  or  struggle  between  the   N.L.D.  party  and   the  U.S.D.P.  parties .  The  two   parties  should   understand  to   each   other  over   democratic  value  ,  without   oppression  and  confrontation ,   using   peaceful   means  to   resolve  the   problems  of  the   Union   of   Myanmar  .

A senior member of parliament from Burma’s ruling Union Solidarity and Development Party on Thursday dismissed a report that President Thein Sein has vacated the top party post for parliament speaker Shwe Mann.
Lawmaker Hla Swe also said that the powerful USDP will have to consider the country’s best interests when examining any amendment to the constitution that would pave the way for opposition leader Aung San Suu Kyi to contest the 2015 presidential election.
The USDP’s newly launched Union Daily reported Thursday that Thein Sein had resigned as chairman of the party and been replaced by his main rival Lower House Speaker Shwe Mann, the party’s vice chairman.
But Hla Swe, a former colonel and an Upper House MP from Magway division, dismissed the report, saying Thein Sein remains chairman although Shwe Mann has taken over the administrative duties of running the party.
“The person in the party chairman post remains the same as before, President Thein Sein,” he told RFA’s Burmese Service on the sidelines of the party’s youth conference Thursday.
“But he is unable to handle  the responsibilities of the chairman, so the vice chairman has been taking over these duties,” he said.
Thein Sein, a former military general, has spearheaded many long-hoped-for reforms in Burma since taking office in March 2011 after landmark elections the year before.
Under the previous military regime, Thein Sein was junior to Shwe Mann, who was the junta’s third-in-command and is now a major campaigner for reforms.
2015 elections
Thein Sein has left open the possibility of serving another term in office after the 2015 elections, in which the USDP will face off against Nobel laureate Aung San Suu Kyi’s opposition National League for Democracy (NLD) party.
But under Burma’s constitution, written in 2008 under the former military junta, Aung San Suu Kyi is barred from the presidency on the grounds that her sons possess foreign citizenship and her late husband was a foreigner, though her party has sought to revise the charter to let her run.
Asked whether the USDP—which holds a majority in parliament and under the constitution is guaranteed a quarter of the seats—would support amending the constitution to allow her to run if the people wished it, Hla Swe said all members of parliament should consider the issue.
“If it is important for the country, we shouldn’t think about the party’s interest,” he said.

The USDP, the successor party to the Burmese military’s Union Solidarity and Development Association, won three quarters of the seats in parliament in the last general election in November 2010, which Aung San Suu Kyi’s National League for Democracy (NLD) boycotted.
But in April 2012 by-elections, the NLD won 43 out of 44 seats it contested, making it the largest opposition party in parliament and ushering into office the longtime democracy leader who had spent most of the past two decades under house arrest under the former military junta.
Aung San Suu Kyi has said that she would be willing to lead the country as president and that her party will work to amend laws that block her from leading the government.

Who is unilaterally taking action on disputed islands in East China Sea ?

 We   should   take  the  following   points  to  find  out   the  answer  closely  as  I   think  : 
          The  treaty  of  matual  cooperation   and   security  between   the   United   States   and   Japan  (  1960 )  has   a   big   question   for  China  and   Taiwan   Strait   Relation  .
        The   U.S.  along   with  Japan  more  and  more  involved   partner  in   pivot  to   Asia-Pacific   region  to   offset  China 's  power   extension  in   South-east  Asian  Nations  . 
      The   U.S.  and  Japan  would  creat  three   flash   points  in   East  China  Sea  ,  South  China   Sea   and   Korean   Peninsula  .
     If  Japan   has   become  a   pupet  state  of   the   U.S.  ,  it  will  be   another  Islareli  State  in   Asia-Pacific   region  ,  but  I  don't   want     it   to    be   happened  .
    Taiwan  will  be  the   target  of   the   coercion  from   the  U.S. and   Japan  as  a  fishing  area  for  them   by   whom  given   a  little  but   taken   so  much  and  so  .   Hello ,  Taiwan  !  Are  you  ready   for  Self Defence  and  Self  Determination  ? 
    I   think  ,   Abe's  policy  in   Asia-Pacific  region   will  be   failed   again  likely  in  2007  .  Abe   did   not  know   the  right   time  to  the  right   condition  for   his  government  policy  ,  only  for   his   Nationalism  .   Please  !  remind  yourself  , Mr.  Abe  !

China  ,  ASEAN   fully   capable   of   safeguarding   regional    peace  , FOREIGN     MINISTER   ,   Wang  Yi   of   P.R.C  .  said   Sunday  (  5.5.  2013 )  before  wrapping  up   a   five-day  visit  .





The Chinese ambassador to the United States, Cui Tiankai, said Tuesday that it is Japan, not China, that is taking "unilateral or coercive actions" on their dispute over islands in the East China Sea.
Cui made the remarks in response to US Defense Secretary Chuck Hagel's comments on the dispute between Japan and China over the disputed Diaoyutai (Diaoyu or Senkaku) islands — which are also claimed by Taiwan.
Addressing a joint news conference on Monday with visiting Japanese defense minister Itsunori Onodera, Hagel claimed that the US "opposes any unilateral or coercive action that seeks to undermine Japan's administrative control, a message chairman of the US Joint Chiefs of Staff, General Martin Dempsey, conveyed to his counterparts last week in Beijing."
In an interview with Washington-based Chinese media, Cui said he disagreed with some of Hagel's remarks on the meetings between Dempsey and his Chinese counterparts.
"The Chinese side held in-depth exchange of views on a wide range of issues with Mr Dempsey and expressed China's stances and opinions. I believe relevant US parties have already received briefings on the meetings and should be aware of the facts," Cui said.
Cui stated that it is Japan, not China, that has created the tensions, adding that the US side should be aware of provocative actions taken by Japan, including a recent visit by senior government officials to the controversial Yasukuni Shrine. The shrine is dedicated to those who died fighting for Japan, and includes among them officers convicted of war crimes in China by postwar Allied tribunals.
Moreover, Japan's prime minister, Shinzo Abe, recently expressed doubts about whether Japan's invasion and occupation of mainland Asia in the first half of the 20th century could correctly be called an invasion, leading to protests from South Korea and China.
Cui expressed the hope that Washington will avoid taking sides on the issue of the disputed islands.
