John Kerry calls for Global Coalition to fight I.S. which is impossible mean for the Government of the U.S.

  According   to   the  German  Chancellor   Angela  Merkel     estimated  that  at  least   400,  German   citizens   are   fighting  alongside   the   ISIL    militants  in  Syria   and   Iraq  .   The   ISIL  has  about   20000,  fighters   including   2000  of   them  from   Europe :   such  as   France   900  ,  Briton   400,  and   the   U.S.  100  .
           ISIL,  ISIS .  IS  have  threatened    some   Muslim    Communities   :   Shiar ,  Sunnis  ,  Kurds  ,  Christians  .  Izadi   Kurds   ,  and   others  .
          According   to   the   documents   supposedly   released  by   Edward   Snowden  ,  Abu  Bakr  al-Baghdadi   who   is   to   be   the   HEAD  of   ISIL   was   trained   by   the   Mossad  for   a   year  .
         The    documents   state   that   the   ISIL   GROUP  was    established   by   the   U.S.  ,  British  and

the   Israeli  Intelligence  as   part  of   a  strategy   ,  ' the  Hornet's   Nest  '  to  draw  extremist   militants   from   around   the   World  in  Syria   and  Iraq  .
       The   ISIL and   ISIS 's    action   will   be   ceased    when   the   International   Unity   Force  has   called   for   dialogue  or   held   a   conference  with   them  .
       Don't   forget   that   ,  Turkey   is  the  Main   Area   for  the  foreign   fighters   from    crossing   into   Syria   and   Iraq  ,  the  links  of   ISIL  and   ISIS OR  the   IS  .

U.S. Secretary of State John Kerry has called for a broad global coalition to combat Islamic State militants, also known as ISIS.
In an article published in The New York Times Saturday, Kerry said the terrorist group is a rising threat, not just in Iraq and Syria, but anywhere they could manage to travel undetected - including the United States.
He said ISIS fighters have exhibited repulsive savagery and cruelty, but could be checked with a united response of the "broadest possible coalition of nations" led by the United States.
President Barack Obama has said that he currently has no strategy to tackle the Islamic State group, but Kerry said in his newspaper piece that Washington will put forward an action plan at a summit of the U.N. Security Council in September during the General Assembly session.
Kerry ended the piece by saying, "Extremists are defeated only when responsible nations and their people unite to oppose them."

             ISIS is the successor to Tanzim Qaidat al-Jihad fi Bilad al-Rafidayn—more commonly known as Al-Qaeda in Iraq (AQI)—formed by Abu Musab Al Zarqawi in 2004, which took part in the Iraqi insurgency against American-led forces and their Iraqi allies following the 2003 invasion of Iraq.[65][70] During the 2003–2011 Iraq War it combined with other Sunni insurgent groups to form the Mujahideen Shura Council and consolidated further into the Islamic State of Iraq (ISI /ˈsɪ/).[70][71] At its height it enjoyed a significant presence in the Iraqi governorates of Al Anbar, Nineveh, Kirkuk, most of Salah ad Din, parts of Babil, Diyala and Baghdad, and claimed Baqubah as a capital city.[72][73][74][75] However, the Islamic State of Iraq's violent attempts to govern its territory led to a backlash from Sunni Iraqis and other insurgent groups, which helped to propel the Awakening movement and a decline in the group.[70][76]
ISIS had close links to al-Qaeda until February 2014, when after an eight-month power struggle, al-Qaeda cut all ties with the group, reportedly for its brutality and "notorious intractability".[77][78][79]
Under its leader, Abu Bakr al-Baghdadi, ISIS has grown significantly, gaining support in Iraq due to alleged economic and political discrimination against Arab Iraqi Sunnis, and establishing a large presence in the Syrian governorates of Ar-Raqqah, Idlib, Deir ez-Zor and Aleppo after entering the Syrian Civil War.[80][81][82]
In June 2014, ISIS had at least 4,000 fighters in its ranks in Iraq[83] who, in addition to attacks on government and military targets, have claimed responsibility for attacks that have killed thousands of civilians.[84] In August 2014, the Syrian Observatory for Human Rights claimed that the group had increased its strength to 50,000 fighters in Syria and 30,000 in Iraq.[18]
ISIS’s original aim was to establish a caliphate in the Sunni-majority regions of Iraq. Following its involvement in the Syrian Civil War, this expanded to include controlling Sunni-majority areas of Syria.[85] A caliphate was proclaimed on 29 June 2014, Abu Bakr al-Baghdadi—now known as Amir al-Mu'minin Caliph Ibrahim—was named as its caliph, and the group was renamed the Islamic State.[5][6][7]

Security Council resolution sanctions against Islamist groups in Iraq, Syria

UNITED NATIONS, Aug. 15 (Xinhua) -- The UN Security Council on Friday adopted a resolution on sanctions against extremist Islamist groups in Iraq and Syria, in an attempt to cut off funding to these groups.
In the unanimously approved resolution, the 15-member Council expressed "its gravest concern that territory in parts of Iraq and Syria is under the control of Islamic State in Iraq and the Levant (ISIL) and Al Nusrah Front (ANF) and about the negative impact of their presence, violent extremist ideology and actions on stability in Iraq, Syria and the region."
While condemning the terrorist activities of ISIL, ANF and other al-Qaida-connected groups, the Security Council demanded them to "cease all violence and terrorist acts, and disarm and disband with immediate effect" and urged UN member states to take all "necessary and appropriate" measures to combat terrorism in accordance with their commitments under international law.
Recalling its previous resolutions, the Council stated that " all states shall ensure that no funds, financial assets or economic resources are made available, directly or indirectly for the benefit of ISIL, ANF, or any other individuals, groups, undertakings and entities associated with al-Qaida, by their nationals or by persons within their territory."
ISIL, also known as the Islamic State of Iraq and Syria (ISIS) or simply the Islamic State (IS), is an al-Qaida splinter group that has seized swaths of territory in Iraq and Syria and has forced thousands of people mainly from minority communities to flee their homes. ANF is an al-Qaida-linked extremist group fighting the Syrian government.
In the Friday resolution, the Security Council reaffirmed that states shall prevent the "direct or indirect supply, sale or transfer" to ISIL and ANF and associated individuals and groups, of arms and related materials.
The Council also noted "with concern that oilfields and related infrastructure controlled by ISIL, ANF ... are generating income which supply their recruitment efforts and strengthen their operational capability to organize and carry out terrorist attacks. "
The resolution focused particularly on the "flow of foreign terrorist fighters" to the extremist Islamist groups, calling on UN member states to suppress this flow, bring foreign terrorist fighters to justice and engage with those at risk of being recruited to discourage travel to Syria and Iraq.
Given that ISIL and ANF are already included on the Security Council's al-Qaida sanctions regime, the resolution added the names of six individuals to the sanctions list.
The Council also expressed "its readiness to consider listing individuals, groups, undertakings and entities providing support to ISIL or to ANF, including those who are financing, arming, planning or recruiting for ISIL or ANF and all other individuals, groups, undertakings and entities associated with al-Qaida through information and communications technologies including the internet and social media or through any other means," said the resolution. 

US Denies Role in Plot to Oust Maliki

US officials are rejecting allegations that the United States is playing a direct role in a plot to oust Iraqi Prime Minister Nouri al-Maliki, though they continue to reiterate their support for PM-designate Hayder Abadi, and their desire to see Maliki go.
Maliki has rejected calls to step down, and insists that the Iraqi National Alliance (INA) had no authority in appointing Abadi as the designate over him. He has insisted the move is a “coup plot” against his continued rule.
The US has loudly been insisting that Maliki must go for weeks, and responded to Maliki’s condemnation of President Masum yesterday with a statement praising him and reiterating their opposition to Maliki.
The notion that the US isn’t playing a role in Maliki’s ouster is absurd, and underscoring that Secretary of State John Kerry issued a statement today pledging support for Masum and warning Maliki “not to cause trouble” with his impending replacement.
The State Department’s statement today conceded that Maliki is still “legally” the prime minister, but also saying they want Abadi to replace him as soon as possible.
Maliki has deployed troops loyal to him across the capital, threatening to militarily ensure his continued rule. The State Department insisted they wouldn’t consider the move a coup if it took place, because Maliki’s premiership is legal.

(Reuters) - Switzerland has no plans to impose sanctions on Russia and will remain neutral in the diplomatic row over Ukraine, Swiss Economy Minister Johann Schneider-Ammann said in a newspaper interview published on Sunday.
Switzerland has frozen funds connected to Ukraine's former president Viktor Yanukovich. Unlike the United States and European Union it has not sought to punish Russia for annexing Ukraine's Crimea peninsula or for its support for rebels in eastern Ukraine.
Around 75 percent of Russian crude oil exports are traded through Geneva, according to the Swiss government, and Russian assets in Swiss banks stood at nearly 13.8 billion francs ($15.2 billion) in 2012, according to the Swiss National Bank.
Switzerland is the current chairman of the Organization for Cooperation and Security in Europe, which has been mediating between the two sides and played a role in securing access for international investigators to the crash site of the Malaysian airliner shot down in eastern Ukraine two weeks ago.
"It is especially important now that there is a country that can say 'we are not taking sides'. And we are offering to help to resolve the crisis, which has brought insecurity and war, step by step," he told the Schweiz am Sonntag newspaper.
"Our role would be weakened if we simply imposed the EU sanctions."
Asked if there was any chance of Switzerland changing its policy, Schneider-Ammann said that there had been "great unanimity" in cabinet discussions up to now.
But he reiterated the government's pledge that Switzerland would not allow itself to become a conduit for people or funds trying to bypass European sanctions, and it was reviewing the way it put that pledge into practice to be sure it was working.
Germany's Foreign Ministry last week said it wanted wider cooperation to pressure Russia for its support of separatists in Ukraine, adding that it had been in talks with non-EU countries such as Switzerland and Turkey.

Even if Switzerland does not impose its own sanctions some of the EU measures will apply in Switzerland because it is a member of the 28-nation bloc's passport-free Schengen zone.

The ICCPR has its roots in the same process that led to the Universal Declaration of Human Rights. A "Declaration on the Essential Rights of Man" had been proposed at the 1945 San Francisco Conference which led to the founding of the United Nations, and the Economic and Social Council was given the task of drafting it.[2] Early on in the process, the document was split into a declaration setting forth general principles of human rights, and a convention or covenant containing binding commitments. The former evolved into the UDHR and was adopted on 10 December 1948.[2]
The States Parties to the present Covenant, including those having responsibility for the administration of Non-Self-Governing and Trust Territories, shall promote the realization of the right of self-determination, and shall respect that right, in conformity with the provisions of the Charter of the United Nations.[3]
Drafting continued on the convention, but there remained significant differences between UN members on the relative importance of negative Civil and Political versus positive Economic, Social and Cultural rights.[4] These eventually caused the convention to be split into two separate covenants, "one to contain civil and political rights and the other to contain economic, social and cultural rights."[5] The two covenants were to contain as many similar provisions as possible, and be opened for signature simultaneously.[5] Each would also contain an article on the right of all peoples to self-determination.[6]

The first document became the International Covenant on Economic, Social and Cultural Rights and the second the International Covenant on Civil and Political Rights. The drafts were presented to the UN General Assembly for discussion in 1954, and adopted in 1966.[7] As a result of diplomatic negotiations the International Covenant on Economic, Social and Cultural Rights was adopted shortly before the International Covenant on Civil and Political Rights.
