Over view of The Taiwan Consensus ,the Shadow of Tsai.

                                  The  latest  Taiwan  Consensus is   detailed  by  Tsai  Ing-wen  :
                1.It  will  accommodate the  people's majority opinion  and will be designed to  handle cross-strait
relation in  the  long  run .
               2. It will  offer  good  will and  a  positive   out  look.
               3.It will  uphold  the  national principles of  democracy ,equality and peace.
 I   see  nothing in  the   latest Taiwan  Consensus .  Does  she  know the  Democratic  System should  be  transparent  ? What  is  the  democratic value ?
             I see  something  , expression  on  Tsai's  face which has  depreesion manner  or  appearance ,

Tsai !  Please, take  care  about your  Health !   Don't  misunderstand  to  the  National  Security  Council  .
They  know  about  that,  " Duty   is  Duty" .   I  think , Tsai  can not  step  out of the  shadow of  the  former  presidents  Chen Shiu-bian  and Lee Teng-hui  .
          That is   my  shortest  conclusion  for  Tsai  who is  like  a  hermit  crab.
          No dialogue  , No  democracy!  
         Don't  forget  the  319   Incident.(  THE  BIG  BLACK  SPOT  of  the   ROC  history ). 
               

Over View of the 1992 Consensus

The PRC has stated that any group in Taiwan with it has formal talks must support the 1992 Consensus.

The 1992 Consensus was invoked again the following year, when KMT’s chairman Lien Chan and People’s First Party (PFP) chairman Song Chu-Yu made the separate trips to Mainland China to begin party-to-party dialogue between the CCP and the KMT and  the CCP and PFP .  Both leaders explicitly endorsed the 1992 Consensus.

During the debates between the KMT candidate Ma Ying-jeou and DPP candidate Frank Hsieh in the lead-up to the 2008 presidential election,  Ma stated that 1992 Consensus undoubtedly existed,  while the DPP were entitled to disagree with it.

In March, PRC’s state news agency Xinhua in its English website reported a telephone discussion between the PRC president Hu Jintao and his counterpart George W. Bush. The agency reported that it is the PRC’s “consistent stand that the Chinese Mainland and Taiwan should restore consultation and talks on the basis of the 1992 Consensus, which sees both sides recognized that  there is only one China, but agree to differ on its one China definition ”.

In his inauguration speech on 20 May 2008, ROC president MaYing-jeou stated that in 1992,  the two sides of the strait reached a consensus which saw “one China with different interpretations” and the ROC would resume talks with the PRC as soon as possible based on the 1992 Consensus.

So the 1992 consensus is the window of the Taiwan Cross-strait relation , the basis of the dialogue between the PRC and the ROC, a label of the democratic value lightening  above the cross-strait  sky .

The cross-strait Economic Cooperation Framework Agreement (ECFA) is the window of Taiwan to look out the global economy.

The U.S.A. government policy and the Taiwan Relation Act ( 1979 )

                            The Taiwan Relation Act  authorizes de  facto  diplomatic relation  with  the  governing authorities on  Taiwan by  giving  special  powers to  the  American  Institute  in  Taiwan  to  the  level  that ,
it is the  de  facto  embassy .
                        According to   the  three  joint  communiques were  signed  in 1972,1979, and 1982 , the  U.S.A.  government  and  the  P.R.C. government  have  started   the  diplomatic  relation   to  recognize
 as  state  to  state  communication .
                  In July 2007 congreesional research  service report confirmed that  the  US  policy has  not  recognized the  P.R.C's  sovereignty  over  Taiwan . But  the  U.S.A  has  recognized  the  government  of 
the  P.R.C as  the  legal  government  of  China  and  it acknowledges the  chinese  position  that  is but  one
 China  and Taiwan is  part  of China .
                     In  2011, only  23  states offcially recognized  the   R.O.C  government ,  
According   to  the    U.N  general  assembly  resolution    2758  in  1971,  the  PRC  has    become   the
successor  government  to  the  ROC in  represending  China   and  seats in  all   the   UN  organs  had  been  previously  held  by  the  ROC  .  
               Examined  with the  UN  general  assembly resolusion  505 ,passed  on  February  1952  ,considered  the  PRC  government  to  be  rebel  against  the  ROC.

TaiMed Scandal

                        The  Special  Investigation Division  ( SID ) has  begun  to  launch probes   the TaiMed Scandal .  It may  have  some  law  issue  of  violation  the  Public  Law or  Public  Order  .If  The  SID  has  found  out  the  prima  facie  evidence  , sufficient to  justify,submitting  a  party's claim.  The SID  will support a verdict  in favor  of  that  party  on  the  issue  of   civil  servant  Act. So,  After  SID  has  taken  an  action  of  inquiry   for  TaiMed Scandal  , I  think that  , Each  party  would  stop  to  use  the  word smearing  to accuse  each  other  or  verbal  war  .  It  means  the  Justice for  every party  according  to  Law.  I hope,   It      will  be  not  happend  another  Chen  Shui-bian Scandal ,or Insider  Trading ,or  a  high  rank government  officer corruption .in  the  ROC  history  .
                     I  believe  that  the  Special  Investigation Division  ( SID )  has  an  independent   authority to    investicate  the  top  news  , TaiMed   scandal  .

                 Singal   Women  are  women who  are not  engaged  or   in  a  relationship   with  another  person  of   the  opposite  sex  . They  don't  believe  in  the  concept of   marriage   and  avoid  being  in  relationship  .They  are generally  quite  independent  , candid  and  forthright   since  they  carry  out  all  their  tesks themselves  .
                Singal   woman  may fall   in  prey  and  become  a  victim  of   solitude  and   loneliness  since  they  always  have  to  fend  for  themselves .
              What  does  the bible  have  to   say about  single  women  ?
              In  Christ  : a woman  can  remain  singal  and  celibate if  she  so  wishes.   If   she  is  unhappy
to   remain  celibate   there  is  no  obligation  to  marry  .If  celibacy  is  too  grate  a  burden,  there  is  no  prohibition on  marriage  .   If  a  woman sets out  to be   celibate  and  in  time  finds  the  need  to  marry ,  there  is  nothing  to   prevent  her  doing  so  .
             If  we  think  about  the  '  Family'   what   is  meant  ?,  It   means  a group  of  people  who  are  related  to  each  other  , especially   a  mother, a  father  and  their  children  .
           As  we   know  , the  DPP  presidential   candidate   Tsai Ing-wen   is   a   single  woman  ,so she  cannot  start  a  family  or  family   life  . By  the   way  , I  want  to  say  that , almost     all  of   females  political     leaders  have  marital   status    and   family  life.   Would  have   we   think   or  not   our  state   leader ?  How about  yours  . I  almost   cannot  see  her  holding  up  or  hug  a  boy  ,a girl  and  a  baby  in  her   arm  . We  have  a   maxim   that   you    should  know  about  someone   by  one's  conduct or  manner.    

Taiwan Strait Relation

                  Almost   all  the   presidents  of  the  Republic  of  China have  the  theories  of  The  Taiwan   Strait  Relation  as  the  following :
               1.  Lee Teng-hui  :  Special   state  to  state  theory.( The  KMT  party )
               2. Chen Shui-bien :One country  on  each   side  and  four  noes  ;  one without.( The  DPP  party)
               3.  Ma  ying-jeou:  1992  consensus ,and  three  noes ,no   unification,no   independence,and  no  use of  force.  (The  KMT  party) 
               4 .Tsai  Ing-wen  : The Taiwan Consensus  without  the   essence  which  can  be   found  .Why that  is  happening  !   I  think  ,Tsai   is   under  the  shadow   of  the presidents   Lee  Teng-hui  and  Chen Shui-bien. She   has  not  been  comming  out  yet. 
            According  to her  political  life   and as a  single woman ,  she  has  to  face  a big  struggle .  Tsai  was one   of  the chief  drafters  of  the  special 'State  to   State  '  relation  
doctrine  of  the   President   Lee Teng-hui  .After  Chen Shui-bien took  the  office  in 2000,  Tsai  was  invited  to   serve as  the  minister   of  the  Mainland  Affairs   Council  .
         She  became  a   DPP  member   in  2004. Too  eary ,she  was   appointed  Vice  Premier  under  Premier  Su  Tseng-chang  until  the  cabinet  resignation  in   2007.  
         She    made  a  controversal  statement  in  May  2010 that  the  ROC  was  a   'government-in-exile '  non-native  to  Taiwan .  Would   you  have  a  solution  to   vote   for  her  or  not  ?  It  is  not the  amswer  of   a   first   female president  of  the  ROC, 
it   is  an  election  of  the  president  of  the  ROC .  It  is  an election  for   the  highest  or the   most  important  person   of  a  State   under    rule  and  law  .

The Elements of Journalism

                 There are  ten  elements of  journalism in  order  for  journalists  to fulfill  their  duty  of  providing with  the  information ,they need  to  be  free and  self-governing . They  should  follow  these  guidelines :
               1.Journalism's  first  obligation is  for  the  truth .
               2. Its first  loyality is to the  citizens.
               3. Its essence  is discipline  of  verification.
               4. Its practitioners   must  maintain  an  independence  from  those they  cover.
               5.It  must serve as  an independent monitor of  power.
               6.It  must  provide a  forum  for  public  criticism  and compromise.
               7.It  must  strive  to  make the news  significant interesting  and  relevant.
               8. It  must keep the news  comprehensive and proportional.
               9. Its  practitioners must  be  allowed  to  exercise  their  personal  conscience.

Moral Evidence .

                   During  a  speech  at a  national celebration  of  the ROC centenial  ,  the  president  Ma Ying-jeou  has  sent   a  message   to  the  PRC  that "Face  the existence  of  the  ROC  head   on. " 
                The   DPP  presidential  candidate   Tsai  Ing-wen  proclaimed  that  , the  ROC   is  Taiwan  ,Taiwan  is  the  ROC  ,   It   is  an   attempt  to   use  the  ROC as  a  sticker  fastened  on   Taiwan like  a  comsummer  goods  for  sale  ,   to  win   the   votes  in  coming  election  .   Tsai,  the chair-woman of  the  pro-independence, DPP  party  should  not  use  the  ROC  as  a  title  of  Taiwan  .
             Her  "Taiwan  Consensus  "   is also  like   a  blank  check  for   the  people  of  Taiwan  .
              Have  a  question  that  , "What  does  she  mean  the   "TAIWAN  NEXT "  ? it  has  no   limitation of  time  and  nothing  of  the  present.  According   her speech  ,as  I  know  that  " Taiwan  Next"  is  for  the  next  generation  but  not  for the  present  generation  of  the  Taiwan  people . The slogan  ," Taiwan  Next"  is  cannot  be  translated .  It  is  not   a  common usage  in  English languge.When  someone  asks her  about  the  cross-strait  relation  ,  she has no  answer and  only  telling  a   story  about  which  either  you belive  or  not  .
             At  present  , the  issue  of  Persimmon  ,she  is  telling  a  story  again. How  do  you  think  it  ? -------------------!  .

Code of Ethics for the Presidential Candidates

                The    campaign  for the  ROC  president   which  still  has  one   month  more  to   go.  Here  is  the  five fundamental   principles  of  ethics :  Do  no  harm,  Make  things
better, Respect  others ,Be  fair and  ba  loving , which  are  the  bedrock   not  just of our democracy,  but of  all  civilized  societies  ,cultures  and  religious. Some  ethics  titles  as  fellow:
   1.  Tell  the  truth.    But  the  truth is   still  matters   when  a  candidate  is  asked  a   question . The  public has  a  right  to   know  the  answer  ,  he  or  she  should  tell  the  truth .
2. Take  responsibility,   Volters  rightly  expect  candidate  to  take  responsibility   for 
  his  or  her  mistakes.   But  they  don't say that  " I  made  a  mistake "
3. Rise  above  the  Fray.   Yes, the  public shuuld  know about  rhe  blunders but  it  is  the  media 's  job  to  inform which is  not  to  abuse  the  freedom  of  the  press .
4 .Criticize  the  argument,  not  the  person.  Personal  attacks  are not only  disrespectful ,but     selfdefeating. 
5. Listen.   Leadershipe  is  to  a  large  degree    listenership. 
6. Don't  make promises  you  can not  keep.
7.Spend  Fairly.   Spending campaign cash  judiciously.
8. Remember  what it's all  about  .  The  presidential candidate  will keep  in  mind  that is  to  ease  the  suffering  of  the  public or  people .
9, Take  a  Break.  Ethics   is  not     just  about  how  we  treat  other  people  ,  but  how  we  treat   ourselves.
10.Lose Well.  Campaign  ethics must  be  a  primary  concern  , not  an   after-thought.

    

Legislature branch of a state .

                   The  separation  of  power  is  often  used  interchngeably  with the  three  politica  principle, is  a  model  for  the   governance of  a  state  which  is divided  into  branches  .  The  normal  division  are   an  executive, a  legislature,  and  a  judiciary .

                   Each  has  separate  and  independent powers  and  areas  (positions)  of  responsibility. Each  of  these  has  check   and  balance   power  over  upon   each  other.

The 1992, consensus.

                                 1992 ,  consensus  is  a  term   discribing  the  out  come  of   a   meeting  in  1992,between  the  semiofficial  representative  of  the   P.R.C.  and the  R.O.C  .both  side  recognise that  there  is  only   one  china  -both  mainland  and  Taiwan  belong  to  the  same  China  ,but  both  of  them  agreeto   verbally  express   the   meaning  of  that   one  China  according to  their  own  individual definition . It  became  known  as  the  Wan- Koo   talk.     Wan  and  Koo  agreed  to   meet   again  in   Taiwan  in  the   Autumn  of  1999, but  the  meeting  was  cancel   by  P.R.C   when   the  R.O.C. president  Lee Ten-hui  proposed  his   two  statestheory.

              An agreement is sum of promise and offer.     Every promise and every set of promises forming the consideration for each other.    Proposal or offer when accepted becomes a promise .   So we can define that all agreements are contracts, if they are made by the free consent of the parties.    An agreement to form a valid contract should be supported by considenation which should be real and lawful.     On the basis of formation as the follwing:        1. Express contracts are expressly agreed upon in words.
                           2. Implied contract is one which is inferred from the acts or conduct of   the parties.
                           3. Tacit contract all implied contract in itself.  (Eg-Taking ticket in the bus, during journey).
                           4. Quasi contract is created by a proposal may be revoked at any time before the communication of its acceptance is conpleted as against the proposer but not afterward.

            Have some legal maxims, such as, A contract and an agreement over come the law.     No action arises on a contract without a consideration.

           ''Referendum" is a general term which refers to a measure that appears on the ballot.  There are two primary types of referenda: the legislative referendum, where by the Legislature refers a measure to the voters for their approval, and the popular referendum, a measure that appear on the ballot as a result of a voter petition drive.

                  Fron  1945  to  1947 , under  the  United  States  mediation   especially  through  the  marshal  mission  ,  the  Nationalists  and  the  communists  agreed  to   start  a series  of  peace  talks  aiming  at   establishing  a  coalition  government . The issues of Su Jia-Chyuan's farmhouse

                 Kuomintang  legislator Chiu  Yi  has  accused  Su  Jia-Chyuan and his  wife Hung  Heng  Chu ,  of  illegally  building  a  luxury  residence  on  a parcel  of  a  farmland  under  the  guise  of  farmhouse  ,saying   that  the  property  is  not  being  used  for  agricultural  purpose at all in  his  complaint  to the  Control   Yuan.  According   to   the  article  90, The  control  yuan shall   be  the  highest  control  organ of  the  state  , it  shall  exercise  the  powers  of   consent  impeachment, censure  and  auditing.                        Article  95,  The  control Yuan   may  request the  executive yuan  and its  commissions  to make  avilable any  orders  they  have  issued  and  all  other  relevant  documents.  We  have  also  known  about   the  followingg  articles  ,such  as  99, (   95,97,and  98 shall apply  )and   article   101, 102,103  (   for  member of    control   yuan )  .                              I think  the  control  yuan  is  the   highest  organ   of  the   state  ,the   government  of ROC.  It  will  watch   over  all  civil  servants  and  others.

According to  the  Cairo  declaration  of  1943  ,The  Potsdam  declaration  of 1945,  Japanese  government  in  Taiwan surrendered  to  the  representative  of  the  R.O.C,  Chen  Li  formally receiving  Taiwan on  October  25,  1945  in  Taipei  Zhongshan  Hall  .  It  has  occured  before  the  promugation  of  the   1947  constitution  .   The treaty of  Taipei  was  abrogated  by  Japan  in  1972.  After  losing  of the  Chinese  civil  war  Chiang Kai Shek  fled  from  China  to  Taipei, Taiwan , and  proclaimed   Taipei  ,the  tempararary  capital of  the  R.O.C.  on  7th. December  1949.   The  R.O.C- U.S.A  matual defense  treaty  of 1955  was  terminated  in  1980.  At  present  international  satuation, the  R.O.C  is  not  complately  internationally  recognized as  a  legitimate  state. 

Tsai Ing-wen , What is your Taiwan Consensus ?

               According to  Democratic  Progressive  Party Chairwoman and  Presidential  Candidate   Tsai  Ing-wen  currently  visting  the  U.S ,  said as  below :                   Taiwan   Consensus  to  be  reached  internally first  .        It   should be passed as  law,It  should  be  passed by  law  under the  legislative process  as  the  best  way  to  implement   law  and  reach  an  internal consensus .        Further  ,she said  ,she   would  not  rule  out the  possibility  of  signing  future  agreements  with  China  .      When  aske  on  what  foundation   to  base  future  cross  strait  talk  and  the  measures  to  achieve   this.            She   did  not   answer  ,what  her  Taiwan  Consensus  is  and  her proposition  of   Taiwan  Consensus  .      Tsai  is  like   a   student   has   an  essay   title  but  has  no   ability   to   write   down   her   essay  and  idea.  Tsai  !  What   will  be  you  ?  , either   to  be  a  professor  or   a   president   of   Taiwan  ,2012  .

Taiwan Relation Act and the U.S gavernment policy .

             Taiwan could  be  less   hot-button   issue  in  future  ,Gates  says  in  Beiging  ,January  11,  2011.  Gates  who worked in  the  white  house  when  President  Richerd  M.  Nixon  made  his  historic  trip  to   China  in  1972,  said  made  the  American  policy  clear to  his  Chinese  counterparts  ." First  of  all  , we  do  have  a   one  China  policy  , we do  consider  the  policy  to  be  based  on   the  Three  Joint  Communiques  and  I   always  add-  the  Taiwan  Relation  Act  ,"  he  said.   The  three  communiques  werw  singed  in  1972,  1979  and  1982 .  Taiwan  Relation  Act  is  a  law  and   not  a  policy,  Gates  said.    He   stressed  that  the   United  States does   not  support  independence   for  Taiwan  .

                              1. Anti-secession  law  . ( the  P.R.C )  which was  passed  by the third conference of  the 10th  National People  Congress   on  march  14  ,2005.The  conflict  articles  : 7,8,9.        2. Taiwan Relation  Act,  1979 ( the united  staes )     On  march 29  ,1979  ,  the  congress of U.S  passed  a bill ( H.R 2479)  establishing   a  new relation with Taiwan , following  The  United  States   recognition of P.R.C  .The  president Jimmy  Carter  signed the bill ( PL 96-8) in to  law on April 10th 1 9 7 9 .   The conflict section- 2,3,4,5,6.                  3. According  to the international law  Taiwan  is neither a state nor a nation which  has no  basic  law, the  constitution  .
The  conflict   of   the   Taiwan  Relation  Act  ( The   U.S . 1979 )  and   the   Anti-Seccession  Act  ( The  P.R.C. 2005 )  will  be  the  cause  of   confrontation  between  the   U.S.  and   China  . 
 

                                                            

The status of Taiwan

                 R.O.C  lost its  United  Nations  seat as  China in 1971  ,(Replaced  by   the  P.R.C )  .Most  sovereign states have switched  their  diplomatic  recognition  to P.R.C.to  be  the sole   legitimate representative   of all China  including   taiwan .  United  Nations General  Assembly  resolusion  505, passed on  February  1952,  considered  that  the  Chinese  comminists  ( the P.R.C.  GOVERNMENT  )  to be  rebels  against   the  R.O.C.  which  in the past achively  pursued  the  claim as  the  sole legitimate  government  over  mainland china  and  Taiwan  .  this  position    started  to  be  changed  after  the  25th of  October in 1971.   So the   R.O.C.may  have ceased to  be  a  state  after  1971,  as a  matter  of  international   law  . In  case  where all U.N members  or  sovereign  states  participate, such as  World Health Organization  ,  World Trade  Organization  , and International  Olympic  Committee  under unusual  names  ,  "Chinese  Taipei "   As of  January  2008,the  R.O.C  maintains  official  diplomatic  relation  with  23  sovereign   states ,  under  various  names, such  as  the  Taipei Economic  and  cultural office  .  In  ISO  3166-1 Taiwan  is registered   as  a  provinces  of  China  . Taiwan relation act, 1979 .

                 The  Taiwan  relation  act  is  an  act  of  the  United   States  congrees  passed  in  1979, after  the  establishment   of   diplomatic  relation  with  the  P.R.C.  and  the   breaking  of  relation   between  the  U.S.  and  the  R.O.C.  on  the  island  of  Taiwan  by   the   President  Jimmy  Carter.    The  act  authorizes  de facto diplomatic  relations   with  the  governing  authorities   on  Taiwan  {R,O,C. government }  by  giving   special  power   to  the   American  Institute  in  Taiwan .  It  defines  the  term  Taiwan  to  include,   as  the  islands  of  Taiwan  and  Pescadores  .  The   U.S.  does  not  support  Taiwan   independence.  The  U.S, recognized  the government  of   P.R.C.as   the  sole  legal  government  of   China   and  acknowledged  the  P.R.C.  position  that  there  is  but  one   China   and  Taiwan  is   part  of  China .   Since   then (from  1979 )  ,  The  R.O.C.  has   been  referred  by  The  U.S.government  as   Taiwan .

                    A  nation   may  refer to a   community of  people who  share  a  common  territory   and  government  ,and  who  often   share  a  common  language  ,race,  descent,or   history  .    In  international   relations   NATION   can  refer  to a  country  or  sovereign  state  .   The  United  Nations   ,for  instance  ,  speaks  of  how   it  was  founded  after  the  second  world  war  by  51  countries   and   currently  has  193  member  state.

                 A   COUNTRRY  is  a  geograph ical region  .  A   country  may  be  the  territory  of   a  sovereign  state  ,the  territory   of a   non-sovereign  (or  formerly  sovereign)  political  division  ,or  a  region  associated  with  a  certain  people  .

RECOGNITION OF STATES AND GOVERNMENTS

              Diplomatic    recognition   must  be  distinguished  from  recognition of  states  and  and  their  governments  .The  fact  that  do  not  maintain  bilateral  diplomatic  relations  does  not  mean  that  they  do  not recognize  or  treat  one   another  as states.         A state   is   not   required   to   accord   formal  recognition   to   any   other   state  ,  but   it   is   required  to  treat  any  entity  that   meet  certain  requirements   .      A state   has   a  responsibility   to  not  recognize   as  a  state  any   entity   that  has   attained   the  qualifications  for   statehood by   violating  the  prohibition  on  the   threat or  use   of  force  in  the   U.N charter.                                                                           State  can  exercise  their   powers    either   explicitly  or  implicitly  .       Defactto  recognition of  states  rather  than de jure  ,is  rare. Dejure  recognition  is   stronger  , while  defacto   recognition  more   tentative  only  recognizes that   a  government  exercise   control   over a  territory  .  

SOVEREINGTY

                 Sovereingty  is the quality  of  having  supreme,  independent  authority   over a geographic  area, such  as  a  territory  . It can be  found  in  a  power  to   rule and  make  law that rests on  a  political  fact  for  which  no  purely  legal  explanation  can  be  proved  .  The  United  Nations   currently   only  requires   that  a  sovereign  state  has  an  effectiive    and  independent  government  within  a   defined  territory.                    
                  According  to  international  law   norms  ,states  are   only  required  to   have  an effective  and  independent  system  of  government  pursuant  to  a   community  within  a  defined territory  .

THE STATE

               According the Oxford English Dictionary , a state in "a/an organized politival community under one government , a commonwealth, a nation , b/such a community forming part of a federad repulic, esp the united state of America.  "

              However, the most commonly used the definition of the state is a compulsory political organization with a centralized government that maimtains a monopoly of legitimate use of forve within a certain territory.

              General categories of state institution  include administrative bureaucracies ,legal systems , and military or religions onganizations.

              The concept of the state can be distinguish from the concept of government.
             
             The government is the particular group of people, the adiministrative bureaucracy , the controls the state apparatus at a given time.

             States are served by a continuous succession of different governments .
State can also be distinguished from the concept of a "nation" which refers to a large geographical area, and the people there who perceive themselves as having a common identity.

Statelessness

Statelessness is the legal social concept of a lack of belonging (or a lawfully enforceable claim) to any recognised state.

 

The convention relating to the status of stateless persons was signed in September 1954 .

 

It was complemented by the “statelessness reduction convention ” seven years later .

The 1954 status convention provided for the UNHCR to issue travel documents to stateless persons.

The 1961 stateless reduction convention was a significant aspiration achievement in  working to eleminate the problem of statelessness, or at least the problems associated with it.   

The profile

                I have  graduated  from  R.A.S.U,Rangoon  Art  and Science  University  of  Myanmar(Burma ).i was  a teacher who  taught English,Biology and Mathematics  .But  later I  only  taught  about  English    language  and  Biology  . When   Ihave  finished my   post  graduated  , the  registered  lawyer (  R.L  ).   I  have  been   a  supreme  court Advocate   for  about  eight  years  and  also  as  a  tutorial  teacher   in  English.The  great   change   of   in  Myanmar  history  has  been  happened  on  the  8th    of  September  ,1988.     I  had   taken  part   in  the  strike   movement  as  a  member of  Rangoon  Bar   Association  .    The  ruler,the  SLORC   refused  to   step  after  the  election  in   May  1990.               I  have     leave  from   Burma   in   1993   but   I    have   never   given   up   my  native  town .  I   will    write  some  essays  or   articals  on  my  blogspot.
