Myanmar’s powerful military is against any proposed changes to the constitution that will take away its veto power over all future amendments to the charter, according to a parliamentary panel tasked with reviewing the country’s military-written constitution.
The 31-member committee, which formed in February to report on constitutional amendments to parliament, submitted its final report to the legislature on Tuesday, containing proposals from all political parties, civilian organizations, and the military.
Parliament will discuss the points raised by the report, including Article 436 of the constitution, which allows effective veto power by Myanmar’s military over proposed constitutional changes.
Article 436 effectively gives the military, which controls 25 percent of seats in parliament, a veto over constitutional amendments, since it requires more than 75 percent of parliamentary representatives to approve any change.
Opposition leader Aung San Suu Kyi has said that getting rid of the military’s veto is the first step needed to pave the way for other charter amendments.
San Pyi, the committee’s joint secretary, told RFA’s Myanmar Service that the military has defended the contentious provision.
“The military representatives of parliament proposed that this should be maintained in its original form,” he said.
Conditional approval
San Pyi also said that Myanmar’s ruling Union Solidarity Development Party (USDP) gave conditional approval to amending Article 436.
The USDP said that as the party moves to implement democratic reforms, any “improvements” to the constitution “must be made in consideration of the important roles played by the people and the people’s representatives and in accordance with the timelines of the situation,” according to San Pyi.
Aung San Suu Kyi’s National League for Democracy (NLD) has called for an amendment to Article 436, proposing that all future constitutional amendments be approved by two-thirds of elected lawmakers or more than half of all lawmakers, said Aung Kyi Nyunt, an NLD lawmaker.
Following that, the NLD wants a referendum to be held in stages where more than half of those eligible to vote would have to approve the amendments.
The NLD, with the 88 Generation students group, had collected nearly 5 million signatures during a campaign from May 27 to July 19, calling for an end to the military’s veto power on amendments to the constitution, just before the committee submitted its preliminary report.

Only the Ukraine Army will resolve the the Ukraine Crisis .
Poroshenko has dismissed the Presidential and Parliamentary election in the east region and opened a criminal investigation into them ,claiming that the polls are in clear violation of the September 5th Minsk protocols , also signed by Russia .
The pro-Russia parties have refused to recognize the results of Ukraine's Parliamentary election held on October 26 which completely excluded the eastern region from participating in the vote .

“There was a ceasefire in the region agreed early June, but it never really took hold; the ceasefire never really worked. So, we’re now talking about additional forces being pulled in the direction of east Ukraine and the signs of a renewed offensive from Kiev forces,” Linnik added.
The remarks come as the United States has said it would not recognize the elections in Ukraine’s eastern regions. Ukraine has also dismissed the votes and opened a criminal investigation into them.
Russia, however, has said it “respects” the results of the local elections in eastern Ukraine.
For their part, the pro-Russia forces in the east have refused to recognize the results of Ukraine’s snap parliamentary elections held on October 26 because the eastern regions of Ukraine were not represented in that vote.
The two mainly Russian-speaking regions of Donetsk and Lugansk have been the scene of deadly clashes between pro-Russia protesters and the Ukrainian army since Kiev’s military operation started in mid-April.

Sporadic violence has flared since the Sept. 5 truce in a conflict that has cost over 4,000 lives; but the ceasefire has looked particularly fragile this week with separatists and the central government accusing each other of violations.
Andrei Purgin, deputy prime minister of the self-proclaimed Donetsk People's Republic, said the Ukrainian army had launched "all-out war" on rebel positions, Russian news agency RIA said.
Ukrainian military spokesman Vladyslav Seleznyov denied this, saying the army remained in agreed positions.
"We refute these allegations...we're strictly fulfilling the Minsk memorandum (on a ceasefire)," he said by telephone.
A Kremlin statement said the presidential Security Council, which groups key security and defense officials under Putin's chairmanship, discussed among other things a "deterioration of the situation in the Donbass due to repeated violations of the ceasefire by the armed forces of Ukraine."
It did not say what decisions, if any, had been reached over the conflict that broke out in the industrialized east after the overthrow of Ukraine's Moscow-backed leader Viktor Yanukovich in February and Russia's subsequent annexation of Crimea.+

The New Yoke Time reported that Turkey is one of the foreign fighters for the Takfiri Group ,( ISIL ) WHICH has captured large swathes of land in Iraq and Syria .
According to reports, ISIL is currently in control seven oil fields in Iraq and large amounts of the country's wheat supplies .
One of the Iraqi Parliament Members said that the US and the ISIL militants is the two sides of the same coin which is not only Iraqi Force but also the Muslim World faced to prove or resolve that issue .
A senior state department official said , " We cannot signal where we are going to take air strikes and where we are not to take air strikes ."
Obama's air strikes are just for show but it is still strategical target of the Rule of Dividend in the Muslim World .

ISIS is the successor to Tanzim Qaidat al-Jihad fi Bilad al-Rafidayn—more commonly known as Al-Qaeda in Iraq (AQI)—formed by Abu Musab Al Zarqawi in 2004, which took part in the Iraqi insurgency against American-led forces and their Iraqi allies following the 2003 invasion of Iraq.[65][70] During the 2003–2011 Iraq War it combined with other Sunni insurgent groups to form the Mujahideen Shura Council and consolidated further into the Islamic State of Iraq (ISI /ˈaɪsɪ/).[70][71] At its height it enjoyed a significant presence in the Iraqi governorates of Al Anbar, Nineveh, Kirkuk, most of Salah ad Din, parts of Babil, Diyala and Baghdad, and claimed Baqubah as a capital city.[72][73][74][75] However, the Islamic State of Iraq's violent attempts to govern its territory led to a backlash from Sunni Iraqis and other insurgent groups, which helped to propel the Awakening movement and a decline in the group.[70][76]
ISIS had close links to al-Qaeda until February 2014, when after an eight-month power struggle, al-Qaeda cut all ties with the group, reportedly for its brutality and "notorious intractability".[77][78][79]
Under its leader, Abu Bakr al-Baghdadi, ISIS has grown significantly, gaining support in Iraq due to alleged economic and political discrimination against Arab Iraqi Sunnis, and establishing a large presence in the Syrian governorates of Ar-Raqqah, Idlib, Deir ez-Zor and Aleppo after entering the Syrian Civil War.[80][81][82]

combat Islamic State militants, also known as ISIS.
In an article published in The New York Times Saturday, Kerry said the terrorist group is a rising threat, not just in Iraq and Syria, but anywhere they could manage to travel undetected - including the United States.
He said ISIS fighters have exhibited repulsive savagery and cruelty, but could be checked with a united response of the "broadest possible coalition of nations" led by the United States.
President Barack Obama has said that he currently has no strategy to tackle the Islamic State group, but Kerry said in his newspaper piece that Washington will put forward an action plan at a summit of the U.N. Security Council in September during the General Assembly session.
Kerry ended the piece by saying, "Extremists are defeated only when responsible nations and their people unite to oppose them."

UNITED NATIONS, Aug. 15 (Xinhua) -- The UN Security Council on Friday adopted
a resolution on sanctions against extremist Islamist groups in Iraq and Syria,
in an attempt to cut off funding to these groups.
In the unanimously approved resolution, the 15-member Council expressed "its gravest concern that territory in parts of Iraq and Syria is under the control of Islamic State in Iraq and the Levant (ISIL) and Al Nusrah Front (ANF) and about the negative impact of their presence, violent extremist ideology and actions on stability in Iraq, Syria and the region."
While condemning the terrorist activities of ISIL, ANF and other al-Qaida-connected groups, the Security Council demanded them to "cease all violence and terrorist acts, and disarm and disband with immediate effect" and urged UN member states to take all "necessary and appropriate" measures to combat terrorism in accordance with their commitments under international law.
Recalling its previous resolutions, the Council stated that " all states shall ensure that no funds, financial assets or economic resources are made available, directly or indirectly for the benefit of ISIL, ANF, or any other individuals, groups, undertakings and entities associated with al-Qaida, by their nationals or by persons within their territory."
ISIL, also known as the Islamic State of Iraq and Syria (ISIS) or simply the Islamic State (IS), is an al-Qaida splinter group that has seized swaths of territory in Iraq and Syria and has forced thousands of people mainly from minority communities to flee their homes. ANF is an al-Qaida-linked extremist group fighting the Syrian government.
In the Friday resolution, the Security Council reaffirmed that states shall prevent the "direct or indirect supply, sale or transfer" to ISIL and ANF and associated individuals and groups, of arms and related materials.
The Council also noted "with concern that oilfields and related infrastructure controlled by ISIL, ANF ... are generating income which supply their recruitment efforts and strengthen their operational capability to organize and carry out terrorist attacks. "
The resolution focused particularly on the "flow of foreign terrorist fighters" to the extremist Islamist groups, calling on UN member states to suppress this flow, bring foreign terrorist fighters to justice and engage with those at risk of being recruited to discourage travel to Syria and Iraq.
Given that ISIL and ANF are already included on the Security Council's al-Qaida sanctions regime, the resolution added the names of six individuals to the sanctions list.
The Council also expressed "its readiness to consider listing individuals, groups, undertakings and entities providing support to ISIL or to ANF, including those who are financing, arming, planning or recruiting for ISIL or ANF and all other individuals, groups, undertakings and entities associated with al-Qaida through information and communications technologies including the internet and social media or through any other means," said the resolution.

US officials are rejecting
allegations that the United States is playing a direct role in a plot to
oust Iraqi Prime Minister Nouri al-Maliki, though they continue to reiterate
their support for PM-designate Hayder Abadi, and their desire to see Maliki

Maliki has rejected calls to step down, and insists that the Iraqi
National Alliance (INA) had no authority in appointing Abadi as the designate
over him. He has insisted the move is a “coup plot” against his continued
rule.
The US has loudly been insisting that Maliki must go for weeks, and responded to Maliki’s condemnation of President Masum yesterday with a statement praising him and reiterating their opposition to Maliki.
The notion that the US isn’t playing a role in Maliki’s ouster is absurd, and underscoring that Secretary of State John Kerry issued a statement today pledging support for Masum and warning Maliki “not to cause trouble” with his impending replacement.

(Reuters) - Switzerland has no plans to impose sanctions on Russia and will remain neutral in the diplomatic row over
Ukraine, Swiss Economy Minister Johann
Schneider-Ammann said in a newspaper interview published on
Sunday.
Switzerland has frozen funds connected to
Ukraine's former president Viktor Yanukovich. Unlike the United States and
European Union it has not sought to punish Russia for annexing Ukraine's
Crimea peninsula or for its support for rebels in eastern Ukraine.
Around 75 percent of Russian crude oil
exports are traded through Geneva, according to the Swiss government, and
Russian assets in Swiss banks stood at
nearly 13.8 billion francs ($15.2 billion) in 2012, according to the Swiss
National Bank.
Switzerland is the current chairman of the
Organization for Cooperation and Security in Europe, which has been mediating
between the two sides and played a role in securing access for international
investigators to the crash site of the Malaysian airliner shot down in eastern
Ukraine two weeks ago.
"It is especially important now that there
is a country that can say 'we are not taking sides'. And we are offering to help
to resolve the crisis, which has brought insecurity and war, step by step," he
told the Schweiz am Sonntag newspaper.
"Our role would be weakened if we simply
imposed the EU sanctions."
Asked if there was any chance of
Switzerland changing its policy, Schneider-Ammann said that there had been
"great unanimity" in cabinet discussions up to now.
But he reiterated the government's pledge
that Switzerland would not allow itself to become a conduit for people or funds
trying to bypass European sanctions, and it was reviewing the way it put that
pledge into practice to be sure it was working.
Germany's Foreign Ministry last week said
it wanted wider cooperation to pressure Russia for its support of separatists in
Ukraine, adding that it had been in talks with non-EU countries such as
Switzerland and Turkey.
Even if Switzerland does not impose its
own sanctions some of the EU measures will apply in Switzerland because it is a
member of the 28-nation bloc's passport-free Schengen zone.

Some independent sources claim that the crash site revealed evidence that bullet holes may have come from a fighter jet. If true, it would implicate Western Ukraine,” he added.
Paul also condemned US officials for not wanting to reveal the truth. "Too bad we can’t count on our government to just tell us the truth and show us the evidence," he wrote. "I’m convinced that it knows a lot more than it’s telling us."
Washington and Moscow have been at loggerheads over the crisis in Ukraine. The United States accuses Russia of supporting and arming pro-Russian forces in eastern Ukraine, a claim which is rejected by the Kremlin.

According to the ICA CONVENTION -ANEX 13 the ICAO should play critical investigation into the Crash of MH17 passenger plane .

British air accident investigators
will retrieve data from the black boxes of crashed flight MH17, UK Prime
Minister David Cameron has said.
This follows a request by authorities in the Netherlands, where the Malaysia
Airlines plane had flown from before crashing in Ukraine last Thursday.The experts, based at Farnborough, will download data from the recorders for analysis by Dutch and Ukrainian teams.
Some 298 people, including 10 Britons, were killed in the crash.
Western leaders accuse Russia of arming separatist rebels in Ukraine, and believe the rebels shot down the Boeing 777-200 airliner with a ground-to-air missile.
But Russia has suggested Ukrainian government forces are to blame.
Mr Cameron tweeted: "We've agreed Dutch request for air accident investigators at Farnborough to retrieve data from MH17 black boxes for international analysis."
The black boxes are due to come to the UK after pro-Russian rebels handed them to Malaysian officials.
The information retrieved by the UK's Air Accidents Investigation Branch (AAIB) would then be sent on to Dutch and Ukrainian investigators, Downing Street said.
The ICAO should lead to investigate the MH17 Air Craft incident in free , fair and justice .
The International Civil Aviation Organization (ICAO, pronounced /aɪˈkeɪoʊ/; French: Organisation de l'aviation civile internationale, OACI), is a specialized agency of the United Nations. The ICAO Council adopts standards and recommended practices concerning air navigation, its infrastructure, flight inspection, prevention of unlawful interference, and facilitation of border-crossing procedures for international civil aviation. ICAO defines the protocols for air accident investigation followed by transport safety authorities in countries signatory to the Convention on International Civil Aviation (Chicago Convention).
The Air Navigation Commission (ANC) is the technical body within ICAO. The Commission is composed of 19 Commissioners, nominated by the ICAO's contracting states, and appointed by the ICAO Council.[3] Commissioners serve as independent experts, who although nominated by their states, do not serve as state or political representatives. The development of Aviation Standards and Recommended Practices is done under the direction of the ANC through the formal process of ICAO Panels. Once approved by the Commission, standards are sent to the Council, the political body of ICAO, for consultation and coordination with the Member States before final adoption.
ICAO should not be confused with the International Air Transport Association (IATA), a trade association representing a small proportion of the world’s airlines, (240 members), also headquartered in Montreal, or with the Civil Air Navigation Services Organisation (CANSO), an organization for Air Navigation Service Providers (ANSPs) with its headquarters at Amsterdam Airport Schiphol in the Netherlands. These are trade associations representing specific aviation interests, whereas ICAO is a body of the United Nations.
